The Ministry of Construction of Russia, together with the All-Russia People's Front and the regions, conducts outreach among citizens on the provision of housing and communal services, remote interaction with organizations of the housing and communal complex, on the possibilities of remotely paying utility bills and receiving social support measures. All necessary operational measures are being taken to provide consumers with high-quality and uninterrupted housing and utility services and to protect citizens from the spread of new coronavirus infection. In particular, it was decided to automatically extend the social support measures for payment of housing and communal services for subsidy recipients for six months. This eliminates the need for personal visits to social support agencies. Fee for late payment of housing and communal services has also been suspended in order to support citizens who do not have the ability to remotely pay.

The leaflet covers the most pressing issues faced by millions of residents of apartment buildings who are on self-isolation around the clock. For example, it tells about the remote payment methods for housing and communal services, recommendations for saving resources, and how the managing organization should sanitize common areas. According to the deputy head of the Ministry of Construction of Russia Maxim Egorov, the entire housing sector is currently working in a strengthened mode, additional safety measures are taken to prevent failures and emergencies. “In conditions of self-isolation, it is especially important to provide residents with all the necessary housing and communal services,” - the deputy minister explained. The Ministry of Construction of Russia recalls that all information about suppliers of housing and communal services and about the organization managing the apartment building is available in the State Information System of Housing and Communal Services.
