Alexey Frolov: "The task of the examination is to exclude emergency solutions. Safety and reliability are above all"

Today, the role of expertise in the construction industry of the Republic of Tatarstan was discussed at the offices of the Kazan Kremlin. Alexey Frolov, First Deputy Minister of Construction, Architecture and Housing of the Republic of Tatarstan, took part in the strategic session.

 

The State Expertise of the Republic, together with the Ministry of Construction of the Republic of Tatarstan, held the first event of this format for the construction industry. The session dedicated to the Year of the customer will allow combining the expertise experience with the experience of industry participants to achieve the tasks set in the construction complex of the Republic of Tatarstan.

 

The Deputy Minister began his speech with the results of his activities for 2023. According to him, despite all the global problems that affected participants in the construction industry, including expertise, the construction complex of the republic is one of the strongest in the country, which owns about 7% of the gross regional product: the volume of contract work performed by the type of activity "Construction" in 2023 exceeded 700 billion rubles.

 

Further, Alexey Frolov reminded the participants of the importance of the role and tasks of the State Expertise. "Today, the expertise should be connected already at the stage of the design of the object and in the future lead it to the moment of commissioning, and then accompany it at later stages of the life cycle," the deputy minister said.

 

Also, according to him, it is important to find the problems of customers and designers when contacting expert organizations. Practical analysis of design errors or specific incidents that have created certain obstacles to the implementation of an investment project contributes to sound and profitable decisions.

 

The Deputy Head of the department called the issue of reliability and safety of construction facilities important. The need for expertise in this part is to exclude emergency solutions in the construction of any facilities. "Today, 51 organizations of non-governmental expertise operate on the territory of the republic and there are cases when an expert opinion is issued without the necessary documents in a short time. The task of the examination is to exclude emergency solutions. I want to draw the attention of developers to this, that safety and reliability are above all," Alexey Frolov said.

 

Further, the director of the State Expertise of the Republic of Tatarstan, Rafar Shakirov, expressed hope that such a format of meetings would contribute to building an effective management system at all stages of the facility's life cycle. "Together with Tatarstan Minister of Construction Marat Mansurovich, it was decided to conduct explanatory work with customers and designers in the form of technical advice, where experts explain how best to act in this situation, solve complex issues," said the Director of the State Expertise of the Republic of Tatarstan.

 

Leonid Stavitsky, Chairman of the Board of the Association of Expertise of Russia, and Vali Nazmeev, Head of the Inspection of the State Construction Supervision of the Republic of Tatarstan, also took part in the discussion of issues, problems and prospects of expertise in construction.
