About the Ministry
Ministry of construction, architecture and housing-communal service of the Republic of Tatarstan (RT Ministry of construction, architecture and housing) carries out a state policy and fulfills management functions in the field of architecture, town development, construction, industry of materials for construction, housing and utilities service of the Republic of Tatarstan, as well as coordinates the activity of the other executive power bodies of the Republic of Tatarstan in cases specified by the legislation.
Main goals of the Ministry are the following:
- State policy realization in the field of architecture, town development, construction, industry of materials for construction;
- housing and utilities service;
- determination of new strategy and main development lines of construction and housing complexes in the Republic of Tatarstan;
- inter-branch coordination within the determined sphere of the Ministry’s activity.
The Ministry fulfills the following main functions:
- management of the architectural business;
- management of town development within the specified authorities;
- safety of hydro-technical constructions (HTC) management on the territory of the Republic of Tatarstan, excluding those in the municipal ownership;
- industry of construction materials management;
- construction process management;
- provision of the residents’ right to housing as well as quality of the provided amenities management;
- development of conditions for the housing and amenities markets creation;
- management of the residents’ right to housing provision;
- supervision of the construction, reconstruction capital repair of the capital construction;
- supervision of the rights and legal interests of the citizens and the state guarantee during housing and utility amenities provision to the population;
- management of housing fund within the state property of the Republic of Tatarstan;
- the Russian Federation powers management on the territory of the Republic of Tatarstan supervision in the field of the duly town development legislation fulfillment by the local self-regulation bodies;
- development provision and approval of estimate norms, in compliance with the legislation, for the construction, reconstruction and repair estimation in the Republic of Tatarstan.
The Ministry of construction, architecture and housing of the Republic of Tatarstan mission
The mission of the Ministry consists in the social- economic development of the region by way of the spatial environment, favorable for the human life activity and steady development of society, development of industrial and housing construction, improvement of accessibility and amenities of housing, as well as the safety and quality of utilities.
