On the 12 of December 2017, from 12:00 to 20:00, in accordance with the instruction of the President of the Russian Federation, all-Russian day for the reception of citizens will be held in the bodies of state power and local self-government of the Russian Federation. In the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, the reception will be held at Kazan, Dzerzhinskaya St, 10. The competence of the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan includes the solution of the following issues:
1. Management of architectural work;
2. Urban development management within the limits of the granted authority;
3. Management of the safety of the hydraulic structures on the territory of the Republic of Tatarstan, with the exception of safety issues of the hydraulic structures, which are in municipal ownership;
4. Management of the building materials industry;
5. Construction management;
6. Management of ensuring the rights of citizens to housing and providing consumers with quality housing and communal services;
7. Creating conditions for the formation of housing markets, housing and communal services;
8. Management of ensuring the right of citizens to housing;
9. Supervision over the construction, reconstruction, overhaul of capital construction projects;
10. Control over ensuring the rights and legitimate interests of citizens and the state when providing housing and communal services to the population;
11. Management of the housing stock being in the state ownership of the Republic of Tatarstan.
12. Exercises the powers of the Russian Federation in the field of control over compliance by local governments with legislation on town-planning activities in the territory of the Republic of Tatarstan.
13. Provides, in accordance with the legislation, the development and approval of estimated standards designed to determine the estimated cost of construction, reconstruction and repair in the Republic of Tatarstan.

On December 12, at the Kazan International Equestrian Sport Complex, Tatarstan President Rustam Minnikhanov handed over keys to new special vehicles to road maintenance services of the republic.
In total, municipalities received 207 pieces of equipment for clearing streets and roads. Work on updating the fleet of special vehicles was carried at the initiative of Tatarstan President, with over 700 million roubles being allocated for purchasing the equipment.
Speaking at the event, Minnikhanov noted that the topic of clearing cities and regional centres from snow has become more acute recently, because most vehicles are worn out or in poor condition. "Because of the limited financial resources the problem of snow cleaning in the cities and regional centers of the republic has not been fully solved. Therefore, we decided to allocate targeted financing to purchase the required vehicles, " Tatarstan President said.
In the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, under the leadership of Deputy Minister Ilshat Gimayev, was held a roundtable with the participation of self-regulating organizations that carry out their activities in the field of construction. The meeting discussed the issues of placement of a compensation fund (provision of contractual obligations and compensation for harm); the development of the system for raising the level of professional skill of workers in building organizations - members of SROs, labor protection. The participants also raised issues of quality control of construction works at sites, timely fulfillment of contract terms by SRO members, incl. by the terms of delivery.
On December 7, a meeting of students of the Kazan innovative University named after V. G. Timirjasewa (IEML) with the representatives of the "Regional Center for Public Control in the Area of Housing and Communal Services of the Republic of Tatarstan" was held. The purpose of these meetings is to teach students the necessary theoretical knowledge in the field of housing legislation. During the event, Dmitry Romanov, executive director of the Regional Center for Public Control in the Area of Housing and Communal Services of the Republic of Tatarstan, told the students what includes current and major repairs, housing and utilities.
On December 9, speaking at a regional video-conference held by Tatarstan President Rustam Minnikhanov with participation of Tatarstan Prime Minister Aleksey Pesoshin and all regions of the republic, First Deputy Minister of Construction, Architecture, Housing and Utilities of the Republic of Tatarstan Aleksey Frolov reported that as of December 8, 2017, as many as 2,111,600 square meters of housing have been commissioned in Tatarstan, which makes 100 per cent as compared to the same period last year, have been commissioned in Tatarstan.

An information and explanatory meeting on the changes in legislation related to the establishment of administrative liability measures for failure to provide information from the construction materials industry enterprises or provision of knowingly unreliable information necessary for the formation of estimated prices for construction resources was held under the leadership of Deputy Minister Ilshat Gimayev. Within the framework of this event, the Deputy Minister also discussed issues of state's support with the representatives of construction resources. Representatives of the Foundation for Entrepreneurship Support of the Republic of Tatarstan, services of state customers and designers took part in the discussion.
Deputy Minister of construction, architecture and housing of Tatarstan Vladimir Kudryashov held a meeting with representatives of the delegation of the Republic of Uzbekistan, within the framework of which possible directions of cooperation were discussed. The event was attended by the first deputy governor of the Tashkent region for industrial development, regional economy and business Rustamov Odilhon Bakievich, mayors of the cities of Angren, Bekabad, Almalyk, Yangiyul, Akhangaran. The main issues of the meeting concerned the management and maintenance of apartment buildings in Tatarstan, programs for the implementation of energy-saving measures, as well as the implementation of state programs in the field of construction and architecture. Representatives of the delegation asked to visually show the work of the largest management company in Kazan. During the meeting, a film presentation about the construction industry in the region and programs implemented in 2016 was shown to the guests. At the end of the event, the head of the delegation thanked his colleagues from Tatarstan for their hospitality and expressed hope for further cooperation.
On December 8, Tatarstan President Rustam Minnikhanov arrived on a working visit in Naberezhnye Chelny to inspect the progress made in the implemention of the state programmes on capital repair of educational and health-care facilities.
The first inspection point was the Batenchuk Kama Construction College, at which a modern resource center for training specialists in the construction industry was established. Making explanations during the inspection, Director of the College Radik Biktimirov said that more than 600 students are studying there. After major renovation, the college features new classrooms for practical classes equipped with the most modern facilities, he added.
Minnikhanov looked around the renovated college, visited classrooms, workshops and laboratories. Tatarstan President was informed that large construction companies facilitate the training of specialists.
Later on the same day, Tatarstan President visited the city hospital after major overhaul. According to Minister of Health of the republic Adel Vafin, construction work cost 500 million roubles, with large amounts of funds spent on purchasing new equipment. In particular, a modern computer tomograph, endoscopic equipment, devices for ultrasonic diagnostics were purchased. Electrical networks, water supply and sewerage systems, ventilation were completely replaced.
Tatarstan President was shown updated trauma and surgical departments, operating room equipped with the latest medical and multimedia facilities.
"The hospital is equipped with the latest technology. Every condition has been created for doctors. The appropriate feedback is expected. It is necessary not only to improve the quality of medical services provided, but, first and foremost, to treat patients with respect,” Minnikhanov added in conclusion.
On December 8, during his working visit to Naberezhnye Chelny, Tatarstan President Rustam Minnikhanov took part in a ceremony of moving in a new multi-apartment house build under the social mortgage programme.
