The Ministry of Construction of Russia approved Amendment No. 1 to the set of rules 89.13330.2016 "SNiP II-35-76 Boiler plants". The set of rules is used in the design, construction, reconstruction, overhaul, expansion and technical re-equipment of boiler houses that generate thermal energy in the form of steam and hot water for industrial needs and for the purposes of heat supply to buildings and structures for various purposes. “The main changes in the set of rules relate to fuel supply regimes and the use of block-modular boiler houses in areas where district heating is not available. The use of block-modular boiler houses of full factory readiness, including outdoor placement, reduces the design and construction time by 1.5-2 times. Such installations can be placed in close proximity to the consumer with a minimum length of heating networks, which reduces losses during transportation and, accordingly, leads to a decrease in the carbon footprint,” - said Sergey Muzychenko, Deputy Minister of Construction, Housing and Communal Services of the Russian Federation. The updated document also regulates the possibility of remote control of technological processes, without the constant presence of maintenance personnel. “Improving the efficiency of using energy resources is one of the most important aspects of updating the document. The use of condensing boilers as the main technological equipment, using the condensation of water vapor contained in flue gases, increases the efficiency of the boilers by 10%. In addition, the set of rules expanded the practice of using liquefied natural gas (LNG), propane-butane mixture (LPG) and biofuels, including agricultural and wood waste. Efficient use of biofuels is possible, for example, at woodworking enterprises, whose activities will expand due to the reduction in exports of unprocessed wood,” - stressed Andrey Kopytin, executive director of the Federal Autonomous Institution engaged in Technical Regulation in Construction.
