Changes have been made to obtain permission to put the facility into operation

Since March 1, 2023, changes have been made when submitting documents for obtaining a state service for issuing a permit for commissioning the facility.

Federal Law No. 612-FZ of 12/29/2022 amended Article 55 of the Urban Planning Code of the Russian Federation regarding the completeness of the submission of documents, there is no need to submit the following documents to the Ministry:

- the town-planning plan of the land plot submitted for obtaining a construction permit, or in the case of construction, reconstruction of a linear object, a territory planning project and a territory surveying project (except in cases in which the preparation of documentation on territory planning is not required for the construction, reconstruction of a linear object), a territory planning project in the case of a permit for commissioning operation of a linear object, the placement of which does not require the formation of a land plot;

- certificate of acceptance of the capital construction object (in case of construction, reconstruction on the basis of a construction contract);

- an act confirming the compliance of the parameters of the constructed, reconstructed capital construction object with the project documentation (in terms of compliance of the project documentation with the requirements specified in paragraph 1 of Part 5 of Article 49 of this Code), including the requirements of energy efficiency and the requirements of equipment of the capital construction object with metering devices for the energy resources used, and signed by the person carrying out the construction (person, carrying out the construction, and the developer or technical customer in the case of construction, reconstruction on the basis of a construction contract, as well as by a person exercising construction control, in the case of construction control on the basis of a contract).
