The Cabinet of Ministers summed up the results of the heating period of 2025/2026

Today, the House of Government of the Republic of Tatarstan summed up the work of organizations of the fuel andenergy complex and housing and communal services in the heating period of 2025/2026.

The meeting was held by the Prime Minister of the Republic of Tatarstan Alexey Pesoshin. The meeting was attended by the Rais of Tatarstan Rustam Minnikhanov.

The main report was delivered by the Minister of Construction, Architecture and Housing of Tatarstan Marat Aizatullin.

According to him, the heating period of 2025/2026 lasted 246 days, or two thirds of the calendar year. By the beginning of the heating season, 3,069 boiler houses, 18,090 apartment buildings and 7,500 social and cultural facilities were prepared.

As Marat Aizatullin noted, the increase in heat energy consumption and low temperatures have become an additional check for the municipal infrastructure: out of 4,283 accidents, the most – 2,004 cases, or 47% of the total – occurred in the water supply sector.

To promptly prevent and eliminate emergencies in the housing and communal services sector, a specialized emergency technical reserve of materials and equipment has been created in the republic, with annual funding of 160 million rubles. Also, to respond to emergency situations, at the beginning of the year there were 2 mobile diesel boiler installations on the balance sheet of SUE Tatleasing, which undergo annual audit tests.

"This year, 16 more transportable boiler plants with a total capacity of 53 thousand kilowatts are being purchased. 320 million rubles have been allocated from the republic's budget for these purposes," said the head of the Ministry of Construction of the Republic of Tatarstan.

According to him, one of the reasons for the continuing accidents in housing and communal services is the unsatisfactory condition of engineering networks.

The length of utility networks exceeds 27,700 kilometers, a third of which needs to be replaced. Marat Aizatullin recalled that in 2025, large-scale work began on the renovation of public utilities facilities under republican and federal programs for the modernization of municipal infrastructure. As a result, 721 kilometers of networks were built, reconstructed and repaired, which is 2.6% of the total. The total amount of financing amounted to 12 billion 600 million rubles. 168 facilities have been implemented in all 45 municipalities.

"This year, the total amount of funds for municipal infrastructure modernization programs will amount to 12 billion 500 million rubles. 143 facilities will be upgraded," he stressed.

In addition, the technical readiness of the industry directly depends on the financial stability of housing and communal services organizations. Payments for housing and communal services remain the main source of preparation for the season. So, as of May 1 of this year, the average annual collection rate of payments from the population was 99.6%, which is 0.1% higher than the same period last year.

The payment discipline of the population is directly related to the payments of housing and communal services enterprises for energy resources. As of May 1 of this year, overdue debts for gas and electricity from housing and communal services organizations amount to 211 million rubles, which is 27 million rubles lower than the same period last year.

In his report, Marat Aizatullin said that in preparation for the new heating season, a draft resolution of the Cabinet of Ministers of the republic has been developed, for the implementation of which a list of main tasks has been formed. In order to control preparations for the next heating period, meetings of the Republican Headquarters will be held every two weeks.

"Accidents, network wear, congestion and safe operation of gas equipment require constant management control. The main task for the coming period is not only to prepare facilities for winter in a timely manner, but also to increase the reliability of the entire communal infrastructure," he concluded.
