The minimum contribution for major repairs will increase in Tatarstan

Starting from January 1, 2026, the minimum contribution for the overhaul of common property in apartment buildings in the republic will increase to 10.16 rubles per square meter of total area. The corresponding increase was approved by Resolution No. 1108 of the Cabinet of Ministers of the Republic of Tatarstan dated 12/19/2025. This measure is conditioned by a set of economic and organizational factors aimed at ensuring the sustainability and effectiveness of the regional capital repair program.

There were several main reasons for the adjustment of the contribution.

First of all, the rising cost of resources and services - a significant increase in prices for construction materials, equipment, and contractor services - requires a corresponding increase in financial revenues to the capital repair fund to maintain the volume and quality of work performed.

Secondly, the need to carry out planned repairs in full - sufficient and predictable financing is required to prevent schedule disruptions and ensure timely capital repairs in accordance with the approved regional program. The increase in the contribution is aimed at eliminating a possible shortage of funds and meeting the deadlines for repair campaigns.

Thirdly, the analysis of the results of the program execution in previous periods. As the experience of implementing the capital repair program in the republic has shown, the previously established contribution amount may not be sufficient to ensure the proper quality and completeness of the activities performed in the context of inflation and expansion of the list of works.

Fourth, accounting for the growth of related costs. The increased cost of logistics, energy, and other transaction costs also has an impact on the overall estimate. This also requires an appropriate indexation of contributions.

And fifth, the fund's long-term financial sustainability strategy. Regular review of the contribution amount in accordance with the economic situation makes it possible to maintain the solvency of the fund, avoid the accumulation of accounts payable and guarantee stable financing of the program for the future.

Thus, the established increase is an economically reasonable measure. It is aimed at maintaining the financial security of the capital repair program and fulfilling obligations to the owners of premises in apartment buildings in the republic in the face of rising total costs.
