Rustam Minnikhanov: Today, the construction complex is one of the drivers of the country's economic growth

A joint meeting of the Commission of the State Council of the Russian Federation on Infrastructure for Life and the Board of the Ministry of Construction, Housing and Communal Services of Russia took place in Moscow today. The meeting was attended by Deputy Prime Minister of Russia Marat Khusnullin, Minister of Construction and Housing and Communal Services of the Russian Federation Irek Fayzullin, Rais of the Republic of Tatarstan and Chairman of the Commission of the State Council of the Russian Federation on Infrastructure for Life Rustam Minnikhanov, Head of the Ministry of Construction of Tatarstan Marat Aizatullin and other officials. The event summed up the results of 2025 and defined the tasks until 2030.

Before the meeting, the guests got acquainted with the exhibition of municipal and specialized equipment manufactured in various regions of Russia.

In his welcoming speech, Marat Khusnullin stressed that the President of Russia has set a number of strategic objectives for the Government and the regions in terms of housing, utilities, and landscaping, which should be achieved by 2030 and continued until 2036. Their implementation is aimed at improving the quality of life of citizens, the comprehensive renovation of settlements and the creation of the necessary infrastructure for this, including in the reunified regions.

Marat Khusnullin highlighted the great work carried out by the State Council Commission on Infrastructure for Life, headed by Rustam Minnikhanov, the President of the Republic of Tatarstan.

The head of the Russian Ministry of Construction, Irek Fayzullin, noted a number of subjects that demonstrated the highest rates of housing commissioning. These include the Republic of Tatarstan, Moscow and the Moscow Region, the Krasnodar Territory, and the Leningrad Region.

On behalf of the regions, Rustam Minnikhanov thanked the Government of the country and the team of the Ministry of Construction of Russia for well-coordinated joint work in the construction industry and housing and communal services. "Today, the construction complex is one of the drivers of the country's economic growth. The issues of housing, communal infrastructure and spatial development are in the focus of constant attention of the country's leadership. In April last year, a corresponding meeting of the Presidium of the State Council was held with the participation of the President of the country. In addition, during the year, a number of strategic sessions were held with the Chairman of the Russian Government on issues supervised by our commission. It is important to continue discussing topical issues of the industry, as well as to ensure strict implementation of decisions, including those taken at these events," said the Rais of the Republic of Tatarstan.

Rustam Minnikhanov named housing affordability as a priority. He noted that in conditions of declining birth rates, housing policy should work not only as a measure to support the construction market, but also as a tool of family policy. "We consider it important to continue reformatting the family mortgage. I would like to note that the Prime Minister has instructed to consider the possibility of differentiating the family mortgage rate based on the number of children. In addition, we have received feedback from 22 regions, which are also asking for an increase in family mortgage limits," said the Rais of Tatarstan.

One of the most important elements in improving housing conditions is the availability of social infrastructure. Rustam Minnikhanov proposed synchronizing the volume of construction of social facilities with the indicators of housing commissioning.

Also in his speech, the Rais of the republic voiced proposals to improve the quality of housing and communal services, modernize communal infrastructure, support individual housing construction, etc.

Rustam Minnikhanov noted that high-quality planning, modernization, reduction of work time and efficient spending of funds are impossible without a complete digital picture of the network economy. In 2025, Tatarstan launched a project to digitize existing engineering networks. Today, this is 145 thousand km of networks, of which 30 thousand km were digitized last year. "It is important that all resource-supplying organizations be connected to this work, including for periodic data updates. This approach should become the standard when creating a single federal resource for digitizing all utility facilities and networks in the country," added the Rais of Tatarstan.
