Marat Aizatullin: Renovation of communal infrastructure ensures further development of urban areas
Today, the Head of the Ministry of Construction of the Republic of Tatarstan, Marat Aizatullin, spoke at the 9th session of the Kazan City Duma and spoke about the implementation of construction, housing and communal services and urban environment development programs in Kazan.
At the beginning of the report, Marat Aizatullin said that 473 facilities worth about 66 billion rubles are being implemented in Kazan this year. And in terms of funding, the city ranks first among the municipalities of the republic.
The Minister further outlined a number of areas that affect the development of the capital. Thus, the high depreciation of the municipal infrastructure remains one of the main systemic limitations of the industry. To solve this problem, in 2023, Russian President Vladimir Putin launched a federal program for the modernization of municipal infrastructure. In 2025, by the decision of the Rais of Tatarstan, Rustam Minnikhanov, a republican program was launched with a funding volume of 10 billion rubles. 55 facilities have been upgraded in Kazan since the beginning of the programs. This year, work is underway at 8 sites.
According to the head of the Ministry of Construction of the Republic of Tatarstan, the renovation of communal infrastructure should not only reduce accidents and loss of resources, but also provide an opportunity for further development of urban areas. "Therefore, simultaneously with the modernization of existing networks, it is necessary to create infrastructure for new projects," the minister stressed. "Our ministry has already raised about 40 billion rubles for the construction of the engineering infrastructure of the Kazan agglomeration."
One example is the development of the territories "Military Town No. 32" and "Ecorayon" in the Kirovsky district of Kazan.
This year, a project for the construction of main water supply networks worth about 1.860 billion rubles is being implemented. In parallel, the main utility sewerage system is being built at a total cost of 3.470 billion rubles. The infrastructure being created in the future will allow for the construction of about 2 million square meters of housing.
"This is a clear example of how investments in communal infrastructure directly shape the urban development potential of a territory," said Marat Aizatullin.
According to the minister, with the development of new infrastructure, it is necessary to preserve the existing housing stock. The apartment building renovation program systematically solves this problem. Over the entire period of its implementation, 12,191 houses have been renovated in Tatarstan, housing more than 2 million people. This year, the program covers 250 houses in Kazan. Another important area, according to M.Aizatullin, is the development of the urban environment. From 2015 to 2025, 58 public spaces have been improved in the capital. Many major landmark projects have been implemented in Kazan - Kazanka Embankment, Uram and Elmai parks, the territory of the new Kamala Theater, and the improvement of the Kaban Lake embankment.
This year, 4 more public territories are planned to be implemented in Kazan as part of the national Infrastructure for Life project.
The Minister also highlighted the importance of the republican program "Our Yard" for the daily quality of life. From 2020 to 2025, 5,851 courtyards were landscaped in the republic for a total amount of 54 billion rubles. Of these, 1,519 yards are located in Kazan. The volume of investments in the capital exceeded 18 billion rubles. This year, 245 yards will be improved in Kazan.
