The solemn ceremony of awarding the winners and awardees of the largest prize in the country in the field of housing construction was held today in the Republican Ministry of Construction. Recall that the TOP RC award is the largest competition in Russia for new-build residential complexes, which has been held since 2019. In the 2020-2021 season, 1,346 residential complexes, which are being built by 675 developers from 75 regions of Russia, took part in 161 nominations of the competition. According to the results of the qualifying round, 643 new buildings from 419 developers entered the final part of the competition.

It is necessary to select a municipal area and then a park for improvement in 2022. In the mobile application "RT Services" voting takes place in the section "Polls of residents". Important: before voting in the mobile application, it must be updated (if there is no auto-update function). As soon as this stage is passed, it will be possible to vote for the courtyards (you also need to select the area and then enter the street and house number in the search box and select the courtyard), as well as determine the priorities for the implementation of the Strategy for the development of coastal zones of the Kazanka River. We are talking about five parks that will be designed this year - "Gardens at Kazanka", "Manzara", "Russian-German Switzerland", "Sports Park" and "Savinovsky Park". In total, within the framework of the Development Strategy of the Kazanka River, it is planned to create 12 coastal parks.

The Republic of Tatarstan is traditionally the leader among the regions of the Volga Federal District (VFD) in terms of the annual volume of the program of capital repairs of apartment buildings. In 2021, 948 apartment buildings are included in the program passport. According to the system "Monitoring of the housing stock (MHS)" on April 24, work was completed in the amount of 735 million rubles. The program of overhaul and reconstruction of educational institutions includes 213 objects. These are 148 schools, 53 kindergartens and 12 correctional schools. The dynamics at the facilities are as follows. Overhaul completed in two schools. Work is underway in 19 educational institutions. The overall implementation of construction and installation works is 39%. The overhaul of 1 correctional school has been completed, and another one is being actively repaired. This year 27 kindergartens are being overhauled. Work has been completed on three of them, 18 are currently being repaired. Under the program of an overhaul of municipal archives, out of 9 objects, 2 have been completed. Construction and installation works are actively underway at 6 objects, their implementation has reached 36%. The program "Provision of the population with drinking water" in 2021 affects all 45 municipalities. There are 127 properties in total. Work under this program has begun in 18 municipalities.

The first stage of the All-Russian competition of managers "Leaders of the construction industry" has ended, the total number of registered participants is 9765 people. Tatarstan is represented by 123 specialists, 10 of whom made it to the second stage of the competition. The semi-finals and finals will take place in May. As part of the semifinals, builders will be able to work out managerial competencies in group and individual competition events, in a training program from leading experts. In the final, the contestants will take part in foresight sessions with key persons from the Russian construction industry. The result of the competition will be a formed reserve of management personnel in the construction sector. As a reminder, "Leaders of the Construction Industry" is an open industry competition for managers of the construction industry with experience in a government or commercial organization. The purpose of the competition is to identify and support the leaders of organizations and enterprises in the field of construction, housing and communal services, to increase the prestige of these industries in Russian society.

Today in the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, a general meeting of members of the SRO Association "Commonwealth of Organizations Managing Apartment Buildings of the Republic of Tatarstan" was held. All this against the background of a decline in overall economic activity and consumer payment discipline. The average spending of Russians on housing and communal services in June 2020 decreased by 31% compared to the beginning of the year, including against the backdrop of the government's decision to abolish penalties for non-payment of housing and communal services until 2021. However, regardless of this, all our managing organizations have successfully coped with the tasks set,” - said Marat Gubeev. Then the general director of the SRO Association "Commonwealth of Organizations Managing Apartment Buildings of RT" Nazif Fatykhov made a report. From April 26 to May 30, Tatarstan citizens will be able to take part in voting for public spaces and courtyards that will be landscaped in 2022, as well as leave an opinion on the development strategy of the Kazanka River. Today the President of the Republic of Tatarstan Rustam Minnikhanov got acquainted with the progress of construction of a number of objects in Kazan. So, he inspected the construction of one of the long-term construction - an apartment building on Dostoevsky street, 57. According to Rustam Minnikhanov, construction work at the facility is nearing completion. It is expected that at the end of April the house will be put into operation, 245 citizens will receive the keys to their apartments. The next were apartment buildings on Zur Uram street (houses of the residential complex "MChS" -"Ministry of Emergency Situations"). The developer of the residential complex "MChS" was originally LLC "FON". In 2019, the developer LLC "FON" was declared bankrupt. In June 2020, the rights of the developer LLC "FON" were transferred to the Fund of the Republic of Tatarstan for the Protection of the Rights of Citizens Participating in Shared Construction for three unfinished houses of the "MChS" Residential Complex. Construction and installation work was started. The contractor at the facility is LLC "SMK Ak Tash". The commissioning of the facility is planned for April 2021, after which the rights of 586 citizens will be restored. In addition, there are still 2 problematic facilities in the "MChS" RC, which are planned to be commissioned at the end of the 2nd quarter of 2021. After the commissioning of houses No. 3 and No. 4 of the residential complex "Ministry of Emergency Situations", the rights of 451 and 253 citizens, respectively, will be restored. Tatarstan is planning to achieve as quickly as possible the indicators laid down by the national project "Ecology" and the regional project "Integrated system for the management of municipal solid waste (MSW)". The First Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Alexei Frolov announced this to journalists today. “The main goal is to achieve as quickly as possible the indicators laid down by the national project. This is an increase in the share of sorted waste to 100% by 2030. For this, it is necessary to create an appropriate infrastructure, introduce a separate collection, pass all waste through sorting, and form disposal facilities. Miracles do not happen, all these tasks need funding,” - he said. “I hope that we will approach as constructively as possible with our proposals in order to change the regulatory framework at the federal level and reduce the negative attitude towards the reform, relieve tension in the relationship between waste generators and regional operators,” - Frolov said. Tatarstan switched to a new system for handling solid municipal waste from January 1, 2019. There are two regional operators identified in the region. In the Eastern zone of activity, the status of a regoperator was assigned to LLC "Grinta", and in the Western zone - to LLC "Managing Company PZhKH". About 1.7 million tons of waste are generated in the republic annually. Currently, an average of 6-8% of garbage is sorted. The formation of an integrated waste management system is being carried out in Russia within the framework of the national project "Ecology", developed on the basis of the "May decrees" of Russian President Vladimir Putin.

Within the framework of the implementation of housing construction programs in the republic, it is planned to commission 2 million 670 thousand square meters of housing this year. In general, in the republic, the implementation of the plan is 35%. This was announced at a meeting in the Government House of the Republic of Tatarstan by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin. The minister noted that in the total volume of housing, scheduled for delivery this year, the social mortgage is about 10% or 280 thousand square meters. To date, 36 houses have been built for 1381 apartments (27% of the plan). Another 74 houses are in a high state of readiness. In total, the plan provides for the delivery of 161 houses. The largest percentage of the plan's fulfillment was recorded in the line of individual housing construction: of the 8,330 houses planned for delivery, 4,233 houses are ready (51% of the plan). The minister also reported on the facilities that are being built or reconstructed under the national projects. Thus, as part of the implementation of measures to stimulate programs for the development of housing construction of the federal project "Housing" this year, the construction of a school for 1.5 thousand places is being completed. It will accept the first students this year, the object is 96% ready (in the residential complex "Art-City"). Within the framework of the federal projects "Housing" and "Promotion of Women's Employment", it is planned to build 16 kindergartens. The work was completed by 26%. Rustam Minnikhanov, in turn, noted that measures for sanitary cleaning and landscaping should be organized in all municipalities of the republic. “As of April 14, the supervisory authorities have already identified 710 violations, the main part has already been eliminated. 552 protocols were drawn up, fines were imposed. 342 unauthorized waste disposal sites have been identified, half of which have already been liquidated,”- he stated. The President also reminded that on April 24, a republican Saturday voluntary workday is planned in cities and regions.
