Now, in addition to public spaces, residents of the republic themselves will be able to determine the top 200 courtyards, the reconstruction of which will take place within the framework of the republican program "Our yard", as well as select priorities within the framework of the implementation of the Kazanka River Development Strategy. The public spaces with the highest number of votes in each district will be landscaped according to the federal program "Formation of a Comfortable Urban Environment", but when choosing courtyards in municipalities, the activity of residents and the number of residents in adjacent apartment buildings will be taken into account. The voting mechanics are extremely simple: a citizen must choose his own municipal district, the next step is to cast his vote for the public space and courtyard, which, in his opinion, need to be improved. It will be possible to take part in the voting only once. Voting for amenities in 2022 will last until May 30. Its main task is not only to make settlements more comfortable for living, but the main thing is to involve residents in this process.

The mortgage subsidy program for new buildings was launched on behalf of Russian President Vladimir Putin in April 2020 with the aim of supporting the construction industry and housing affordability amid the spread of coronavirus infection. According to Deputy Prime Minister of the Russian Federation Marat Khusnullin, since the start of the program of preferential mortgages at 6.5%, banks have issued almost 450 thousand loans for 1.337 trillion rubles. The geography of preferential mortgages is the widest, with residents of 85 constituent entities of the Russian Federation participating in the program. The most popular preferential mortgage has become in St. Petersburg, Moscow, Moscow Region, Krasnodar Krai, Sverdlovsk Region, Tyumen Region, Rostov Region, Republic of Tatarstan, Republic of Bashkortostan, Novosibirsk Region. “We see that the preferential mortgage program has turned out to be in great demand among people in almost all regions of the country. In 2021 alone, almost 100 thousand loans were issued in the amount of 335 billion rubles, the average loan amount is about 3 million rubles,”- said Irek Fayzullin, Minister of Construction, Housing and Communal Services of the Russian Federation. The launch of the program ensured an increase in the volume of new construction in the housing market: the area of ​​housing construction permits issued in 3 months of this year exceeded the same indicator in the first quarter of 2020 by 54%.

In 2020, the volume of products shipped by the construction industry enterprises of Tatarstan amounted to 33 billion rubles. The next meeting with the participation of local brick manufacturers and the Republican Ministry of Construction took place on the basis of the University of Architecture and Civil Engineering. As part of the event, a special exposition of Tatarstan brick products was organized for the participants. The exhibition was also attended by the chief architect of the city of Kazan, Ilsiyar Tukhvatullina. In particular, the center carries out work in the field of obtaining and modifying building materials based on mineral, bitumen and polymer matrices and binders. He recalled that Tatarstan today has one of the largest regional network of the construction industry in the Russian Federation, which includes 415 enterprises producing basic construction products. In 2020, the volume of products shipped by enterprises of the construction materials industry of the republic amounted to 33 billion rubles. Local manufacturers cover all the needs of the construction complex of Tatarstan in excess.

The volume of work in the construction industry remained at the level of 2019 and amounted to 356 billion rubles, this year it is planned to increase the volume to 395 billion rubles. At the end of 2020, Tatarstan entered the TOP-5 regions of the country in terms of housing construction. It was emphasized at the meeting that in 2020 none of the 50 republican programs was suspended. The total amount of funding amounted to 54 billion rubles. An unprecedented republican program "Our yard" was launched last year. The parliamentarians drew the attention of the executive power to the wear and tear of engineering networks, which require serious capital investments. As noted by the deputy, general director of Municipal unitary enterprise "Vodokanal", Kazan, Andrey Egorov, if at the republican level the share of worn-out networks is 30 percent, then in some cities this figure reaches 70-80 percent. According to him, it is necessary at the federal level to work out options for resolving this issue.

The meeting of the Commission of the State Council of the Russian Federation in the direction "Construction, housing and communal services, urban environment" was held today in Moscow by the head of the commission, President of the Republic of Tatarstan Rustam Minnikhanov. In Tatarstan, the number of issued mortgage loans increased by 40%, transactions in the primary market - by 46%. President of Tatarstan Rustam Minnikhanov held a visiting meeting of the Commission on urban planning activities in historical settlements. Five projects of new construction in the historical centre of Kazan were considered today. It is planned to build an administrative building here. Last year, the project was considered at a meeting of the City Planning Council. It is recommended to link the scale and proportions of the designed object with the surrounding buildings. Rustam Minnikhanov approved this project. After that, the President went to the Kazanskaya Yarmarka exhibition centre. Here Rustam Minnikhanov was presented with two projects, the implementation of which is planned on the territory of the complex. One of them is the Interactive Science Center “House of Entertaining Science and Technology”. The next project is the "Soyuzmultpark" multimedia entertainment and development centre. Rustam Minnikhanov supported both projects and instructed to consider options for their placement on the territory of the Kazan Fair.

In the Republic of Tatarstan, 948 apartment buildings are included in the program of capital repairs of apartment buildings in 2021. By the Resolution of the Cabinet of Ministers of the Republic of Tatarstan No. 87 dated February 18, 2021, amendments were made, according to which the program additionally included 29 apartment house (90 elevators). The head of the Ministry of Construction of the Republic of Tatarstan reported on the implementation of state programs for 2021, including the program for the modernization of engineering networks. Under the program of an overhaul of buildings (premises) of the executive committees (Soviets) of settlements, 52% of the work has been closed: 13 objects are being repaired, two objects have been completed. As part of the presidential program "Our Yard" in 2021, 1074 courtyards will be repaired in Tatarstan. Including, 223 courtyards in Kazan, 93 - in the Almetyevsk region, 88 - in Naberezhnye Chelny, 83 - in the Zelenodolsk region and 67 - in the Nizhnekamsk region of Tatarstan. Within the framework of the program, yard driveways, roads and sidewalks will be repaired or built in the adjoining territories, trash cans, benches, lighting poles will be installed, children's and sports grounds will be equipped (the set of equipment is determined for each yard individually), and garbage collection grounds will be equipped in accordance with the standards. In each courtyard, three days before the start of construction work, an object passport with a final improvement scheme will be installed. In order for Tatarstan citizens to be able to control the progress of work, the schemes will also be published on the dvor.tatar program website. Let us remind you that in 2020 in Tatarstan 1091 courtyards acquired a new look in all 43 municipal districts and 2 urban districts. In total, more than 360,000 residents live in the houses affected by the program. During the year, 270 km of new sidewalks were built, more than 4,000 new lighting poles were installed, which made it possible to additionally illuminate 300,000 square meters of yard areas.

On April 14, a series of public discussions begin, the subject of which is the improvement of territories in 2022-2023. within the framework of the program "Formation of a comfortable urban environment". Discussions will take place in 16 municipalities. The first meetings with residents will take place in Yelabuga and Nurlat on April 14. The next day, discussions will be held in the village of Balandysh, Tyulyachinsky district and the village Vasilyevo in the Zelenodolsk district. An important detail: the implementation of the next queues of those objects that will be updated this year is being brought up for discussion. However, in order to be able to improve them comprehensively, the territory should be chosen by as many residents as possible in a vote, which will take place from April 26 to May 31 on the portal of the State Services of Tatarstan. Recall that large-scale work on the development of public spaces in Tatarstan began in 2015 at the initiative of the President of the Republic of Tatarstan Rustam Minnikhanov.
