From 21 to 24 September 2021, Kazan will host the International Forum Kazan DigitalWeek - 2021. The event is aimed at developers and users of digital intelligent technologies, systems and services created on their basis and services, it is planned to be held in a mixed (offline + online) format in the Kazan Expo International Exhibition Center, which is equipped with exhibition pavilions, session halls, open demonstration areas, comfortable transport and recreational infrastructure. The main thematic areas of KDW-2021: "Intelligent transport systems"; "Digital Industry 4.0"; "Cybersecurity"; "Digital technologies in education"; "Digital technologies in the sphere of culture"; "Digital technologies in the field of healthcare and medicine"; "Digital technologies in agriculture". The Recommendations on the application form of the developer to the bank for the provision of project financing for housing using escrow accounts and the list of documents for filing an application came into force. The document was developed by the Ministry of Construction of Russia, the Bank of Russia, the Institute for Development in the Housing Sector DOM.RF with the participation of experts and the professional community. The recommendations were prepared on behalf of the President of the Russian Federation to reduce the time frame for providing project financing to developers and to simplify the procedure for its provision. The document supplements the Recommendations issued in April 2019 on defining the procedures for interaction between banks and developers in the transition to project financing of shared housing projects using escrow accounts. The project financing aggregator implemented by DOM.RF has already been upgraded to the recommended application form and is available to all developers working in the Unified Housing Construction Information System. The application is formed in a completely machine-readable format and, if necessary, can be integrated into the internal systems of the bank using a specially developed API service. The amount of information specified in the application takes into account all the information necessary for making a decision about the developer and the construction project. The recommendations are published on the official websites of the Ministry of Construction of Russia, the Bank of Russia and DOM.RF, as well as on the portal of the Unified Information System for Housing Construction Nash.dom.rf.

The organizers of the TOP RC Prize made a decision to introduce additional 14 nominations for the competition. Acceptance of applications for participation in the summer stage of the TOP RC award began on June 21 and will last until July 23.

The Government of the Russian Federation has agreed on changes to the rules for providing preferential loans for the construction of socially significant facilities. Dom.rf will act as the sole operator for the implementation of the new financial instrument, and the funds will be managed by the Ministry of Construction of Russia. A preferential loan is provided for up to three years at a rate of no more than 3% per annum and is allocated for the creation of capital construction of engineering, social and transport infrastructure, the construction of which is carried out in whole or in part with the involvement of the federal budget. According to the rules, the loan will be provided to compensate for the construction of facilities put into operation earlier than the deadline established by state, regional programs, as well as the federal targeted investment program (but no later than six months before the expiration of the deadline established in state, regional programs, as well as the federal targeted investment program).

The Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin reported on the progress of implementation of republican programs for housing construction and construction of social facilities today at a meeting in the Government House of the Republic of Tatarstan. In terms of national projects, the Ministry is implementing 95 objects and almost 4 thousand square meters of emergency housing for a total amount of more than 10 billion rubles, for which today the average implementation is 55%. A school for 1.5 thousand places was built according to the federal project "Housing". Currently, the educational institution is equipped with all the necessary equipment. 16 kindergartens are being built within the framework of the federal projects "Housing" and "Promotion of Women's Employment". Completion of work at the facilities exceeds 54%. At one site - in the city of Naberezhnye Chelny - work has already been completed. As part of the federal project "Clean Water", a water treatment station will be built in the village of Vasilyevo, Zelenodolsk district. Construction and installation works are closed by 45%. The housing plan by the current date has been fulfilled by 48.5%. Built 1 million 294 thousand square meters, which corresponds to the level of last year. The maximum implementation (73.7%) was achieved within the framework of individual housing construction: with an annual plan of 8,330 houses, 6,144 have already been commissioned. Under the social mortgage program, 161 apartment buildings of 280,000 square meters must be commissioned, of which 99 thousand "squares" have been commissioned - this is 80 houses. Another 41 houses are close to putting into commission.

In Tatarstan, within the framework of the federal project "Improvement of the Volga" of the national project "Ecology", 11 treatment facilities were built and reconstructed in 10 municipalities, including Kazan, Naberezhnye Chelny, Yelabuga and so on. Two more objects are being built in the village of Koschakovo, Pestrechinsky municipal district and the city of Kazan.

The event was organized by the Government jointly with the State Council Commission in the direction of "Construction, Housing and Utilities, Urban Environment" in order to develop solutions to achieve the national goals set by the President. Marat Khusnullin made an introductory report to the participants of the seminar-meeting. He outlined the main tasks facing the Government and governors: creating comfortable cities and a trouble-free and convenient transport network, improving living standards and increasing safety. As priorities in the spatial development of the country, the Deputy Prime Minister singled out increasing the affordability of housing, including through preferential mortgages, the development of individual construction, the integrated development of territories, the introduction of a new program for resettlement of emergency housing, and the creation of new points of attraction. Speaking about the development of housing construction, the Deputy Prime Minister focused on the need for the development of transport infrastructure, including its backbone network to connect the entire territory and space. Marat Khusnullin devoted a special part of the report to new, improved approaches to the administrative burden on developers and the reduction of mandatory requirements in construction, as well as to the issue of improving the quality of financial management of state customers and using the experience of leading objects.

Today, under the chairmanship of the Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Ildus Nasyrov, was held the second meeting of the republican headquarters on preparation for the heating period of 2021/2022.  The meeting was held via videoconference with the participation of representatives of all municipalities of the republic, other ministries and departments, and industry organizations. Opening the meeting, the Deputy Minister focused on the need to enter information on the progress of measures to prepare for the heating season in the information and analytical system "Monitoring of the housing stock".

On June 16, 2021, the acceptance of applications for the first All-Russian youth competition of media projects in the field of urbanist "Urban intonations" began. Within the framework of the competition, students and graduates of universities and colleges from all regions of Russia aged 18 to 35 are invited to prepare media projects that contribute to the development and popularization of the theme of the urban environment. The organizers are the Ministry of Construction of Russia and the All-Russian organization "Urban Renovations", the information partner of the competition - ANO "National Priorities". The purpose of the competition is to develop medium and small cities in Russia by supporting youth initiatives to create and promote new urban media, which, in turn, are designed to "revive" urban life and draw the attention of residents to their own cities, their problems and victories. The winners will receive internships in large Russian organizations. Acceptance of applications for participation will last until July 23, 2021. Finalists will be announced on July 26th. They will take part in the full-time final of the competition in the city of Nizhny Novgorod as part of the forum of the Ministry of Construction of Russia and DOM.RF "Environment for Life". From 23 to 26 June, a joint meeting of the Council of Chief Architects of Russia and the CIS countries is being held in Novosibirsk. The meeting participants will discuss changes in urban planning legislation and the implementation of national projects. The issues of applying the mechanism for the integrated development of territories, innovative approaches in design and construction, digitalization of the industry will also be considered. Tatarstan will be represented at the meeting by Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic Vladimir Kudryashev and Chief Architect of Almetyevsk Anton Sevastyanov. The Council of Chief Architects of Russia and the CIS countries was established in 1998 and operates under the auspices of the Russian Academy of Architecture and Construction Sciences and the Union of Architects of Russia. One of the main goals of the Council is the exchange of experience in the field of architecture and urban planning, building an effective dialogue with the professional community and authorities at various levels.
