The first deputy minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, Alexey Frolov visited Alekseevsky municipal district on a working visit. During the trip, he got acquainted with the implementation of state and republican programs and took part in a meeting with the leadership of the municipality. During the meeting, issues of development of water supply and sewerage systems in the region, operation of treatment facilities and provision of organizations with special equipment were discussed. Special attention was paid to the current situation in the implementation of the Clean Water project in the Aleksevsky district. At the end of the event, Alexey Frolov took part in the award ceremony for housing and communal services workers.

A working meeting was held at the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, chaired by Deputy Minister of the Department Ilshat Gimaev, Head of the Department of the Federal Penitentiary Service of Russia in the Republic of Tatarstan Eduard Khialeev and Deputy Head of the Penitentiary Department of the region Andrey Yakovenko. During the event, the advantages of working with the Federal Penitentiary Service for municipal and state customers and entrepreneurs were considered - short terms of the procurement procedure, the institutions of the penitentiary department are direct manufacturers of products, the ability to check the availability of production facilities, the diversified focus of production, the absence of risks in entering into contractual relations. For the construction sector, the Federal Penitentiary Service of Russia produces plastic windows, cast-iron hatches, stormwater inlets, metal structures, park benches, litter bins and other products for public spaces.

The head of the Ministry of Construction of Tatarstan Marat Aizatullin continues a series of meetings with representatives of the construction materials industry.  Previously, the current situation on the building brick market was discussed.  It was noted at the meeting that over the past five years, there has been a tendency for a significant increase in the production capacity of ready-mixed concrete and mortar in the republic - from 3.5 million to 4.8 million cubic meters.  This is due to the development of monolithic, monolithic-frame construction and other concrete technologies.  In addition, the implementation of republican programs and federal support measures made it possible to survive the year 2020 without losses - it was possible to preserve the industry's enterprises, jobs and increase production.  So, since 2016, the growth for reinforced concrete products amounted to 16%, for concrete - 11%.  Also, in recent years, most of the industry's enterprises have successfully completed a comprehensive modernization with the replacement of the main technological lines.  The meeting was attended by Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Ilshat Gimaev, Deputy Head of the State Traffic Safety Inspectorate of the Ministry of Internal Affairs for the Republic of Tatarstan Damir Bikmukhametov, representatives of the Republican Ministry of Transport, municipalities, as well as manufacturers of reinforced concrete products, ready-mixed concrete and mortar.

As part of the consolidation of working relations between builders and developers of Tatarstan with local manufacturers of building materials, the Investment Development Agency of the republic, together with the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, will organize an open platform for the presentation of Tatarstan products and exchange of contacts with developers. The event was organized to promote manufacturers of building materials products in the Republic of Tatarstan and beyond. For companies, this is an opportunity to present their products personally, as well as in a thematic catalogue, which will later be presented at all future events held by the Government of the Republic of Tatarstan at the regional and international levels. The Prime Minister of the Republic of Tatarstan Alexey Pesoshin met with the Director General of the State Corporation - the Fund for Assistance to Reforming the Housing and Communal Services Konstantin Tsitsin. The meeting took place at the Government House of the Republic of Tatarstan. The parties discussed issues of further interaction between the republic and the Fund for Assistance to the Reform of Housing and Utilities in the implementation of programs for the overhaul of apartment buildings and communal infrastructure systems. Also during the meeting, Konstantin Tsitsin handed over payment orders to Alexey Pesoshin to finance projects for the modernization of communal infrastructure and elevator equipment in apartment buildings in Tatarstan.

In the Republic of Tatarstan in 2021, 13 preschool educational institutions will be built, of which 11 are already under construction (more than 21% of the work has been completed). Such data were presented today at the republican meeting in the Government House of the Republic of Tatarstan by the First Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Alexei Frolov. During the meeting, it was noted that 28 objects were included in the 2021 program for the overhaul of subordinate buildings of the Ministry of Forestry of the Republic of Tatarstan, 2 objects were completed. Dynamics over the past two weeks - 11%. Within the framework of the program of an overhaul of institutions subordinate to the Veterinary Directorate, an overhaul was completed at 7 out of 12. In 2021, thanks to republican and federal mechanisms of budgetary financing, the housing conditions of 739 families should be improved. 49 young families will receive subsidies for the purchase of housing. The amount of debt as of March 1 remains very large: 8 billion 284 million rubles. The transition to individual heating points, overhaul of apartment buildings and social and cultural facilities - these and other important topics were discussed today by Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Ildus Nasyrov and Minister of Energy and Housing and Communal Services of the Kirov Region Andrei Baldykov. Special attention was paid to the sphere of heat and energy supply, as well as the development of public spaces in cities and villages. The format of the meeting was interactive and constructive. The guests were able not only to hear information about a number of significant achievements in housing and communal services, but also to ask questions and exchange experiences. Also, as part of the event, a video was shown about the programs implemented in 2020. In his speech, Deputy Minister Ildus Nasyrov noted that since 2005, within the framework of the effective use of energy resources in the field of housing and communal services, the republic has been implementing a program for the reconstruction, construction of gas distribution networks, in-house gas consumption networks, installation of modular boilers and outdoor boilers. Nailya Zinatullina, Head of the Department of Architectural Projects at the Institute for Urban Development of the Republic of Tatarstan, made a presentation on the republic's experience in the improvement of public spaces, dwelled on the importance of the involvement of the population in the formation of the basis of the terms of reference for designers. She also recalled that Tatarstan projects were created by local specialists: architects, designers, ecologists, manufacturers of small architectural forms, designers. According to her, the competencies for the development of public spaces that have formed in Tatarstan are in demand outside of it.

The Ministry of Construction of Russia and Glavgosexpertiza have completed joint work on the creation of new personal accounts for legal entities and individual entrepreneurs in the Federal State Information System for Pricing in Construction (FSIS PS), with the help of which they will be able to send information on the cost of construction resources in the context of all price zones on the territory of the Russian Federation in an automated manner. Personal accounts of wholesale suppliers are already available to users. FSIS PS actually becomes a state platform for informing organizations of the construction complex about the suppliers of construction resources and the products they sell on the territory of the Russian Federation. To gain access to personal accounts, suppliers of construction resources need to register on the FSIS PS portal. Detailed information and video instructions for working in the system are posted in the "Knowledge Base" section of FSIS PS - "Getting Started with the System". After registration and inclusion by the operator of the organization's system in the list of legal entities that post information in the FSIS CA, suppliers will be able to place all information about themselves in their personal account. It will also be displayed in the public domain in the "Monitoring of prices of construction resources" section.

More than 400 experts in the field of housing construction took part in determining the best new buildings in Russia. The awards ceremony for the winners of the TOP ZhK-2021 Urban Development Contest of Newly Built Residential Complexes took place in Moscow at the Expocentre Fairgrounds on the first day of the Russian Construction Week and the International Specialized Exhibition RosBuild-2021. Recall that the TOP ZhK award is the largest competition in Russia for new-build residential complexes, which has been held since 2019. In the 2020-2021 season, 1,346 residential complexes, which are being built by 675 developers from 75 regions of Russia, took part in 161 nominations of the competition. According to the results of the qualifying round, 643 new buildings from 419 developers entered the final part of the competition. More than 400 experts in the field of housing construction from most regions of Russia took part in determining the best new buildings in Russia. The assessment of each residential complex is carried out according to 133 parameters, including transport accessibility, provision of social infrastructure, architecture, courtyard spaces and much more. Most of the parameters for assessing residential complexes are borrowed from the Standard for the Integrated Development of Territories, developed by the Ministry of Construction of Russia and DOM.RF.
