They will help reduce the negative impact on the environment. From January 1, 2021, Unified Requirements for the Operation of Waste Processing Plants and Landfills will begin to operate in Russia. This resolution was signed by Prime Minister Mikhail Mishustin. Nowadays, such requirements are regulated by many documents. On their basis, a single code was drawn up, which also included several new norms. For example, the document states that burial and incineration of waste are possible only in cases where they are unsuitable for processing. In addition, priority in sorting waste should be given to automated work. This will allow extracting the maximum amount of waste types for further disposal. Several clauses of the requirements govern the closure of landfills. Such facilities must be decommissioned if they are filled to their design capacity or do not meet environmental safety requirements. Factories and landfills that were designed or built before 2021 must meet these requirements by January 1, 2026. And new objects will need to be designed taking into account the accepted rules.

Funds for housing for large families are allocated only from the republican budget. Tatarstan will allocate 211 million rubles for the program to provide housing to large families in 2021. This was announced by the Minister of Finance of the Republic of Tatarstan Radik Gayzatullin at the parliamentary hearings in the State Council of the republic. “Large families are financed only from the republican budget. The volume for 2021 is fixed - 211 million rubles ", - noted the head of the Ministry of Finance of the Republic of Tatarstan. At the same time, 895 million rubles will be allocated to provide housing for orphans, of which 65 million rubles are from the federal budget, the minister added. Note that this year, 46 large families received support. It is also planned to provide housing for 600 orphans.

Changes have been made to the methodology for allocating budget funds. Citizens moving from the Far North and equivalent areas will be able to receive social benefits for the purchase of housing in a shorter time. The decree on amending a number of regulations was signed by Prime Minister Mikhail Mishustin. Now federal funds allocated for housing certificates will be redistributed between regions through government orders. That is, if there is an economy in one subject, the money will be promptly redirected to the region in need. Previously, this process was regulated only by the budget law, which significantly slowed down the process. Another change concerns people with disabilities leaving the Far North. To obtain housing certificates, they no longer have to provide a certificate of disability. The authorized bodies will independently receive this information using the state information system "Federal Register of Disabled People". Recall that in Tatarstan in 2020, 24 families will improve their living conditions with the help of housing certificates. Citizens moving from the Far North, Chernobyl victims and internally displaced persons will receive certificates.

The Federal Commission has summed up the results of the All-Russian competition "Best Municipal Practice". Six participants in each nomination, who received the highest marks from the jury, will receive from 10 to 75 million rubles. The awards recognize the most advanced and technologically advanced solutions that can be scaled across the country. At the same time, the issue of changing the conditions of the competition is being considered - from next year there may be more winners. Participants are divided into two categories. The first is urban districts (urban districts with intracity divisions) and urban settlements. Depending on the prize, the winners will receive from 30 million to 75 million rubles. The second category is rural settlements. The winners in this group will be awarded from 10 million to 25 million rubles. The total prize fund of the competition is one billion rubles. Within the framework of the All-Russian competition "Best Municipal Practice", the Ministry of Construction of Russia oversees two nominations - in the field of implementing smart city solutions and comprehensive urban improvement.

Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin together with Minister of Ecology of the Republic of Tatarstan Alexander Shadrikov today assessed the progress of work at the reclaimed landfill near the village Prosti and visited the renovated Krasnoklyuchinsky damb. As of today, 3800 Larsen sheet piles have been immersed at the bank protection facility (in total, 4214 sheet piles will form the basis of the structure). The device of the cap beam is 60% completed, the formation of the slope - 26%. Recall that in connection with the critical situation resulting from the emergency state of the bank protection structure, and the threat of flooding of settlements, at the request of the President of the Republic of Tatarstan Rustam Minnikhanov, the Ministry of Natural Resources of Russia allocated funds to complete the reconstruction of the damb in 2020.

Now, this practice is adopted mainly in large cities. From the new year, it will be introduced throughout the country. To launch this mechanism, the Government has made changes to the state program "Provision of affordable and comfortable housing and utilities." It will make it possible to make transparent decision-making regarding the improvement of urban areas. In addition to the results of the discussion of plans, citizens will be able to get access to information on the composition of public commissions for the consideration of improvement projects, get acquainted with the minutes and schedules of their meetings.

During the event, the “Guidelines for determining the priority directions of urban environment development using the Urban Environment Quality Index” will be presented. The development of the document was carried out jointly by specialists of the Ministry of Construction of Russia and DOM.RF to solve the problems of the national project "Housing and Urban Environment" in the field. The document is addressed primarily to the heads of city administrations. Its purpose is to facilitate the work with the urban environment quality index, to help analyze the results of the assessment of the urban environment, and also to determine the priority directions and measures to improve its quality.
