The new rules for processing documents for construction will reduce the administrative burden and will significantly reduce the construction time for new facilities. The first project implemented under a simplified system was the new building of the Republican Clinical Infectious Diseases Hospital, the construction of which took exactly one hundred days. Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Vladimir Kudryashev stated this at a press conference at the Tatar-inform news agency. “Since July, about 30% of accompanying documentation has been transferred to the category of recommendation. Under the old conditions, the construction of, for example, a typical hospital will take 23 - 29 months, whereas now the terms are significantly reduced. To date, the construction of such a hospital will take up to 10 months,” - Kudryashev said. He noted that if earlier of all almost 30 months, design and construction itself took only a fifth of the time, the rest was spent on obtaining permits, paperwork and similar activities, then with the new system construction and design already takes almost half of the time.

The head of the Ministry of Construction of Tatarstan Farit Khanifov gave a start to a new educational course for representatives of municipalities and construction industry specialists. "Integrated Territory Development": this is the name of the 72-hour short-term professional development program for the development of individual housing construction in the Republic of Tatarstan. Classes will be held in a distance format, without interrupting work. The teaching staff includes 42 people, of which 11 people (26%) are professional lecturers of the Kazan State University of Architecture and Civil Engineering, 31 people (74%) are departmental lecturers (representatives of ministries and enterprises). The ratio is not accidental, teaching involves ¼ theory, ¾ practice. Upon completion of the course, each participant must pass a test. In case of positive results of the assessment of the knowledge, students will receive a certificate of the Kazan State University of Architecture and Civil Engineering on advanced training in the development of individual housing construction in the Republic of Tatarstan.

The construction of the second building of the infectious diseases hospital began in April 2020. The hospital project was developed by the State Unitary Enterprise "Tatinvestgrazhdanproekt". The general contractor was "Ak Tash" LLC. The four-story building has 232 beds. If necessary, their number can be increased to 504 beds. The first floor is occupied by the reception and diagnostic department, the department of anesthesiology and intensive care for 12 beds, as well as blocks for preparing milk mixtures and disinfecting waste. On the second floor, there are 20 single wards and boxed wards. The latter are also located on the third and fourth floors. The new infectious diseases hospital is planned to be equipped with modern high-tech medical equipment, including ventilators, computed tomography, X-ray, endoscopic and ultrasound equipment. In addition to the main building, a building with an area of ​​1.5 thousand square meters was built, which inserts the laboratory building. The facility also includes a checkpoint, a boiler room, an oxygen station, a diesel generator, and a sewage pumping station.

In 2024, 3.6 million square meters of housing should be commissioned in Tatarstan, of which 1.8 million square meters are individual housing construction. Training is provided for the management staff of the executive committees of municipalities and specialists involved in the construction industry. The organizers of the project are: the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, Federal State Budgetary Educational Institution of Higher Education "Kazan State University of Architecture and Civil Engineering", State Autonomous Institution "Department of State Expertise and Pricing of the Republic of Tatarstan for Construction and Architecture", Kazan branch of FAI "Glavgosexpertiza of Russia". The 72-hour program assumes distance learning via video conferencing without interrupting the main work. The training will be conducted by the leading teachers of KSUAE and qualified specialists of ministries and departments.

Since August 3, 2020, the Bank of Tatarstan branch of Sberbank has resumed accepting applications for participation in the state program for supporting rural mortgage lending "Rural Mortgage". The Rural Mortgage program is designed for the development of rural areas of the republic and therefore has a number of limitations. First of all, a mortgage loan is provided only for the purchase of real estate in rural areas - it will not be possible to acquire a private house within the city under this program. Also, a program participant cannot sell his apartment or house for five years after the deal, even if he has already repaid the loan. The preferential rate for the Rural Mortgage program is 3% per annum. However, customers of Sberbank, who use the "Electronic Registration" service, are provided with a discount to the rate of 0.3 percentage points. As a result, the rate may be reduced to 2.7%. Special conditions: The borrower / each of the co-borrowers can be provided with no more than 1 loan under the state program "Rural mortgage" in accordance with the Government Decree No. 1567 dated November 30, 2019. In the Republic of Tatarstan, within the framework of labor protection in construction, inspections of facilities under construction by control and supervisory authorities continue.
