In the Republic of Tatarstan, on the basis of specialized educational institutions, together with leading employers, 37 resource centers for training workers have been created. In 2020, their number will be brought to 41 - these organizations make a significant contribution to the formation of a personnel reserve for industrial enterprises in the region. This was announced today by the President of the Republic of Tatarstan Rustam Minnikhanov at a press conference on the occasion of the opening of the 45th world championship in professional excellence according to WorldSkills standards. The press conference was attended by Deputy Prime Minister of Russia Tatyana Golikova, President of WorldSkills International Simon Bartley, Director General of the Union of Young Professionals (WorldSkills Russia) Robert Urazov. Thus, opening a press conference, Tatyana Golikova said that 1351 contestants from 63 countries will participate in the championship, 56 competencies will be presented.

  In his speeches, Russian President Vladimir Putin repeatedly emphasized that in Russia it is necessary to ensure high standards of environmental well-being. “Throughout Russia, we must ensure high standards of environmental well-being. It is difficult to talk about a long, healthy life if millions of people are still forced to drink water that does not meet the standards ...” Thus, by 2024, within the framework of the Ecology national project, it is planned to increase the share of the population of Tatarstan provided with high-quality drinking water up to 97.9%. In the same year, the start of construction and installation works on the reconstruction of the water intake in Bolgar at the Spassky district is expected. It should be noted that in addition to the federal program, which launched this year, the Government of the Republic annually allocates about 650 million rubles for similar purposes annually. For another event of the Ecology national project - the Volga Health project, in 2019 it is planned to implement 8 facilities, including wastewater disposal in the village of Krasnyi Bor, Zainsk, Elabuga, Kazan, Tetyushy and in the urban-type settlement Alekseevskoye. This was announced on Tuesday at a briefing in the Government House by Irek Fayzullin, the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan.

In Bolgar, "Antoshka" kindergarten opened after overhaul repairing, which was carried out at the expense of the republican budget as part of the program "Overhaul of preschool educational institutions." Repair of the building began in April. In less than six months, plastic windows were installed in the kindergarten, new doors, and interior decoration was completed. Also, the roof was completely blocked here, and outside the building was sheathed with metal siding. “I would like to thank the President of the Republic of Tatarstan Rustam Minnikhanov, the Government for such program, thanks to which we are repairing kindergartens,” - said the head of the district Kamil Nugaev, addressing the audience at the opening ceremony. The main thing is that there would be children, and we will certainly build and repair kindergartens, he added.

The information and consulting group for rendering free legal assistance carried out a trip to the city of Bolgar and the Nikolsky rural settlement of the Spassky municipal district of the Republic of Tatarstan. Today, Irek Fayzullin awarded  Shayakhmetov Ruslan Kamilevich, the Permanent Representative of the Republic of Tatarstan in the Republic of Crimea and the city of Sevastopol, with gratitude letter by the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan. Appreciation is declared "for high professionalism and effective cooperation."

On August 20, at his meeting with editors of the leading mass media agencies of the republic, Tatarstan President Rustam Minnikhanov said that a new large-scale project to improve yards will be implemented in the republic.

Tatarstan President noted that today 40 socially-oriented programmes aimed at improving the quality of life of Tatarstan citizens are implemented in the republic at the moment. Projects cover almost all areas, including housing, healthcare, education, road construction, development of public spaces and many other spheres.

According to Minnikhanov, the experience gained over many years will be used in the implementation of the new programme. As part of this project, it is planned to put in order the yards of all multi-apartment houses for three years starting from 2020. About 50 billion roubles are allocated for these purposes.

Minnikhanov added that the main principle in developing the new project is to take the requests of Tatarstan citizens into consideration. At the first stage, a mass survey will be conducted so that every citizen can express their ideas on how to improve adjacent territories. The survey will be organized at polling stations on the 8th of September along with the election of people's deputies of the State Council of the Republic of Tatarstan.

The United Russia party came up with a proposal to expand the number of state programmes by developing a separate project to improve adjacent territories. Tatarstan President supported this initiative.

Overhaul repairing of 112 kindergartens and 38 schools is carried out in the republic. In 2020-2021, 50 new kindergartens will be built in Tatarstan. This was announced today at a briefing in the Cabinet of Ministers of the Republic by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, Irek Fayzullin. “Together with the Ministry of Education and Science of the Republic of Tatarstan, we have completed the development of a program for the construction of 50 kindergartens in 2020-2021, which we will put into operation,” - the speaker explained. “The overhaul of educational facilities continues. We are repairing 29 schools, nine correctional schools, 112 kindergartens, 115 functional zones of educational facilities,” - the minister added. In addition, according to Fayzullin, overhaul of resource centers is underway in the republic - work is now being carried out at 17 sites. In addition, the construction of sports facilities continues - 105 universal sports grounds and eight ski centers are under construction. At the end of the year, these works will be completed, the head of the Ministry of Construction of the Republic of Tatarstan noted.

About 1,500 contestants from 69 countries of the world will take part in it. According to representatives of the Ministry of Construction, participation in these prestigious competitions is a special honor and high responsibility. “Your victories contribute to a revival of interest in working professions.”

The set of measures is aimed at the implementation of the national project “Housing and Urban Environment”, said Dmitry Volkov, Deputy Minister of Construction, Housing and Communal Services of the Russian Federation. “Drafts of the first editions of the building codes, amendments to the codes, reviewing previously approved codes - 36 works - are available for public discussion, in which all interested representatives of the industry can take part. We are faced with the task of bringing hundreds of regulatory and technical documents in line with the national project Housing and Urban Environment over six years. The experts of the technical committee for standardization of TC 465 “Construction” are actively involved in this work,” - said Dmitry Volkov. Draft amendments to the codes of practice and fundamentally new documents in the regulatory system are designed to promote the introduction of advanced technologies, said Andrei Basov, director of the Federal Centre For Regulation, Standardization And Technical Assessment In Construction.

“Drafts of 14 new joint ventures, 21 changes to the joint venture were submitted for public discussion, one document was proposed for revision. Comprehensive work to bring the regulatory system into compliance, introduce new documents is aimed at phasing out the use of obsolete technologies and switching to advanced technologies in design and construction,” - Andrei Basov emphasized. According to him, documents of a regulatory and technical nature in the following fields are under public discussion:

- engineering surveys, designing foundations;

- urban planning and construction work;

- protection of building structures and design of engineering systems;

- design and operation of residential, public and industrial buildings and structures;

- design of sports, shopping, entertainment and administrative buildings and structures;

- calculation of building structures.

By the end of this year, the number of universal sports grounds in the regions of Tatarstan will approach one thousand. In the village of Tatarskoye  Khodyashevo, Pestrechinsky District, Tatarstan, a new universal sports ground was opened. Among the participants in the ceremony were Saria Saburskaya, the Commissioner for Human Rights in the Republic of Tatarstan, Ilham Kashapov, the head of the Pestrechinsky district and other officials. Artificial sports ground is designed primarily for playing futsal. It is equipped with flashlights for physical education and sports in the dark. The facility has already become the 13th site in the district, which was built according to the republican program.
