November 17, 2017 The state Autonomous institution "Managment of state expertise and pricing in the Republic of Tatarstan for construction and architecture" jointly with the Ministry of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan, the state Autonomous institution "Glavgosexpertiza of Russia" (Moscow) conducted a seminar "Review of changes in the estimate and regulatory base in 2017: updated methodological documents, analysis of changes in legislation and peculiarities of their application ". The event was attended by more than 150 managers and specialists of both the republic and the surrounding regions - government customers, investors, developers, contractors, construction and design organizations. The main purpose and idea of the seminar is to inform and explain to the budgetary community in the Republic of Tatarstan the methods for determining the estimated cost in the transition phase in 2018, new methodological documents in the field of pricing in construction, their importance and necessity.
The State Autonomous Institution "The Office of State Expertise and Pricing of the Republic of Tatarstan for Construction and Architecture" will hold an annual seminar for specialists of the construction industry of the Republic of Tatarstan on November 17: "Review of changes in the budget and regulatory framework in 2017: updated methodological documents, analysis of changes in legislation and features of their application ". The seminar will review the results of the reform of the pricing system and the specifics of the work since 2018.
Today took place a solemn settlement of the 18-storey residential building No. 12-1 in the "Salavat Cooper" micro district near Kazan. Participants of the social mortgage program, residents of emergency houses, teachers, doctors, families with many children and veterans of the Great Patriotic War received keys from 425 comfortable apartments in the new building. "Dear new settlers, I sincerely congratulate you on such a festive day! I want to note that this day was held thanks to the support and control of the President of the Republic of Tatarstan. Today we are renting the 13th house, and this is very important. There are still nine houses, each of which is waiting for its turn. I wish you to live in this complex with dignity, to protect property,"- said Deputy Minister of Construction, Architecture and Housing of the Republic of Tatarstan Ilshat Gimaev.
Tatarstan President Rustam Minnikhanov and Finnish Ambassador to Russia Mikko Hautala took part in a ceremony of laying the foundation stone of the Green Residential Complex.
Permission was given to commission a 425-apartment apartment house No. 12-1 of the Salavat Cooper residential complex. The Ministry of Construction, Architecture and Housing of the RT also informs about the first stage of the Salavat Cooper Residential Complex: dismantling of the last tower crane near the house No. 12-3 has been completed.

In October 2017, the Chistopol Zonal Housing Inspectorate conducted 65 unscheduled inspections of legal entities, of which - 52 verification of the performance of previously issued regulations and 13 inspections of complaints received by citizens in the Chistopol Zonal Housing Inspectorate. A total of 64 residential buildings with a total area of 225,85 thousand square meters were surveyed within the framework of the inspections; revealed 14 violations of the rules and norms of technical maintenance of housing. 14 orders were issued for the elimination of identified violations. According to the managing organizations for October 2017, the managing organizations, following the orders of the Chistopol ZHI, carried out works amounting to 91.2 thousand rubles.
As the minister of construction of the Russian Federation Mikhail Men announced at a seminar on housing and communal services, Tatarstan, Kaluga region and the Chechen Republic according to the results of the second quarterly rating of the regions for the implementation of the priority project for creating a comfortable environment have emerged as leaders in the country. The Republic of Tatarstan scored 68 points out of 77 possible and won first place. The Kaluga region and Chechen Republic have 67 and 66 points, respectively. Criteria for the rating were reportedly including compliance with the deadline for the adoption of the regulatory framework, the number of forms of citizen involvement, work in the GIS Housing, the number of completed landscaping work, proposals put forward for further replication among the best practices, posted on the website of the Ministry of Construction of Russia.
The Inspectorate of the State Construction Supervision of RT issued a conclusion on compliance with the requirements of technical regulations and project documentation on 425-apartment dwelling No. 12-1 in the Salavat Cooper residential complex. The conclusion was issued on November 13.
This was announced at the meeting in the Government House today by the Minister of Construction, Architecture and Housing of the Republic of Tatarstan Irek Faizullin. The meeting was held by Tatarstan President Rustam Minnikhanov. Prime Minister of the republic Alexey Pesoshin took part in the event. The Inspectorate of State Construction Supervision and the State Labor Inspectorate have conducted 1 thousand 609 inspections since the beginning of 2017. For violation of the rules and regulations of labour protection, were made 455 decisions for a total amount of 13 million 619 thousand rubles. Self-regulating organizations conducted checks of 1 thousand 286 organizations - members of SRO. Irek Fayzullin noted that today in the Republic 1 million 947.6 thousand square meters of housing (81%) have been commissioned, this amounts to 100.9% compared to the corresponding period last year. Under the social mortgage program, out of 79 houses under construction, 69 objects are in a high degree of readiness, in the average degree - 10 objects.
