“We will definitely continue the implementation of such significant programs as the construction and repair of apartment buildings, education, health care, culture, sports, road transport infrastructure, as well as youth policy and many others,” - President of the Republic of Tatarstan Rustam Minnikhanov said today in his annual Address to the State To the Council of the Republic of Tatarstan. The event took place in a large concert hall named after Saydashev (Kazan) within the framework of the 25th meeting of the State Council of the Republic of Tatarstan of the 6th convocation. The President of Tatarstan noted that a huge amount of work is being carried out within the framework of republican programs and national projects. This year alone, it is 1200 new and 3.5 thousand renovated socially significant objects. The total amount of funding exceeds 61 billion of rubles. “Our experience in urban development is unprecedented. New landscaped parks and embankments, squares and boulevards are becoming a place of attraction for people of all ages. We plan to continue implementing the Our Yard program, which is one of the most demanded by the population. We have already landscaped more than 2 thousand yards. In the next 5 years, we must put in order all the courtyards of apartment buildings in the republic,” - said Rustam Minnikhanov. In his speech, the President of Tatarstan outlined the issues to be resolved. This is the quality of the services provided by the housing and communal services, water supply, public transport, the quality of the road surface, cleaning roads, sidewalks from snow, the work of storm drains in large cities, infrastructure provision of developing urban and suburban settlements, untimely and poor-quality garbage disposal, complaints about medical services and other questions. “The task of the authorities is to promptly respond to comments, taking comprehensive measures to resolve them,” - the President of the Republic of Tatarstan emphasized.
The Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin presented indicators assessing the effectiveness of procedures for issuing construction permits, and proposals for their improvement. In his speech, he noted that in order to increase the efficiency of one of the forms of reducing the time for granting procedures for issuing a construction permit, joint work was organized with the Ministry of Digitalization of the Republic of Tatarstan to convert the service into electronic form. The “Ya Stroy” Construction Assistance Platform was created to streamline procedures, as well as to automate the process of obtaining services in the construction sector, providing services in a “one-stop-shop” mode. Services are available for both individuals and legal entities. The pilot of the «Ya Stroy» platform was launched at the end of 2020 in 2 districts of the Republic of Tatarstan (Almetyevsk and Sabi). The next indicator is the number of procedures required to obtain building permits. In 2020, the State Information System for ensuring urban planning activities of the Republic of Tatarstan was launched. The automation of the provision of state and municipal services in the field of urban planning activities in terms of the preparation and approval of documents in electronic form for 2 state and 9 municipal services has been implemented. Until the end of 2021, it is planned to implement in the Information System for the Support of Urban Planning Activities the functionality for the provision of 7 more municipal services.

On September 29-30, an orientation session of the III Russian Youth Architecture Biennale was held in Kazan. The finalists - architects from Canada, Germany and 10 Russian cities - conducted a travel survey of the building they are going to redesign. Young specialists examined the design object - the building of commercial and administrative purpose on the street Moskovskaya, 52. An analytical tour was conducted by the chief architect of Kazan Ilsiyar Tukhvatullina, the head of the Vakhitovsky and Volga regions of Kazan Marat Zakirov, the director for development of territories of the investment group of companies ASG Rinat Aisov and representatives of specialized committees and the expert community. During the orientation session, the Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Vladimir Kudryashev talked with the finalists. “For the third time, Tatarstan is becoming a center of attraction for young and talented architects, where new approaches to work are discussed.
