The development of agglomerations will make it possible to increase the volume of housing construction in the republic. This was stated today by the President of the Republic of Tatarstan Rustam Minnikhanov at a meeting of the final board of the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan. Rustam Minnikhanov recalled that the construction complex of Tatarstan faces a difficult task - to bring the volume of housing construction to 3.5 million square meters by 2030. For this, it is important to find a balance between financial demand and supply in the housing and services market. In this matter, according to the President of Tatarstan, the priority is the development of agglomerations. The formation of the Kazan, Kama and, in the future, the Almetyevsk agglomerations is provided for by the Strategy-2030. “We need to plan our work based on new opportunities. The implementation of programs for the development of urban areas is envisaged, which makes it possible to comprehensively renovate buildings with the involvement of extra-budgetary sources. When planning residential development, it is necessary to ensure not only connection to utilities but also synchronization with the creation of social, road, transport and business infrastructure. It is necessary to move from infill development and construction of individual residential complexes to the balanced development of agglomerations, to provide jobs for residents of new micro-districts near the house," - the President of Tatarstan emphasized.

Today in the Palace of Culture named after Said-Galiev is the final meeting of the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan. In his welcoming speech, he recalled that 2020 has become a serious test for the entire economy. And how important is the coordinated, cohesive work of federal, regional and local authorities in such conditions. “The result of the work of the Working Group of the State Council of the Russian Federation on Construction, Housing, Communal Services and the Urban Environment, led by the President of the Republic of Tatarstan Rustam Nurgalievich Minnikhanov, and the Headquarters for Regional Development to Support the Construction Industry, chaired by Marat Shakirzyanovich Khusnullin, was the development of decisions that largely predetermined the results of 2020 and laid the foundation for further development,” - the minister said. The head of the Ministry of Construction of Tatarstan stressed that thanks to the decision not to stop construction during a pandemic, it was possible to maintain the previously achieved indicators. In the outgoing year, 2 million 680 thousand square meters of housing were commissioned. In particular, 153 houses, or 216.5 thousand square meters, were built under the social mortgage program. Within the framework of individual housing construction, 11 thousand houses with a total area of ​​1 million 452 thousand square meters. He also noted that the launched federal program of mortgage benefits at 6.5% per annum played a key role in stabilizing the housing market. “Over the past year, 10 492 soft loans were issued in the republic. For the market of individual housing construction, an effective measure was the rural mortgage program with a rate of up to 3%, according to which 1,639 loans were issued in Tatarstan,” - said Marat Aizatullin.

In 2020, about 4.5 thousand objects were built, repaired and reconstructed for a total amount of more than 100 billion rubles. Also, on the occasion of the 75th anniversary of the Victory, restoration and improvement works were carried out in the Victory Park of the capital, the building of the Kazan NCC was reconstructed. Marat Aizatullin paid special attention to the topic of capital repairs of apartment buildings. “In the reporting year, 1,063 apartment buildings were repaired under the overhaul program. More than 900 facilities have been repaired and built as part of the utility infrastructure modernization programs".

This year the construction industry of Tatarstan celebrates the 100th anniversary of its foundation. Its chronology has been going on since October 22, 1921, when the First State Universal Construction Office was created by order of the Committee for State Buildings. The Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin told about this at the final board of the ministry. “This year there is a lot of work ahead, our industry is celebrating the 100th anniversary of its foundation. I am sure that we will cope with the tasks set and they will be fully fulfilled,” Marat Aizatullin emphasized. In 2021, it is planned to implement 44 republican construction and overhaul programs. The implementation of the large-scale republican program "Our yard" will continue. The issue of defrauded equity holders must be fully resolved. Today the construction of 10 problem houses has been resumed, including within the framework of agreements concluded with the DOM.RF Foundation".

The scientific and educational centers "Technologies" and "Roads" of the Kazan State University of Architecture and Civil Engineering (KSUAE) were visited this morning by the President of the Republic of Tatarstan Rustam Minnikhanov. The President of Tatarstan was shown how scientific work is being carried out to increase the strength of cement and other building materials, including modern components. He examined the laboratories of such departments as "Forming and Hardening", "Physical and Mechanical Testing", "Polymers", the "Durability" department. The First Deputy Prime Minister noted that with the support of the President of Tatarstan, systematic work is being carried out in the republic to solve the problems of defrauded equity holders. “This work also continued in 2020. Under the republican program, the rights of 398 defrauded real estate investors were restored, 7 problem houses were commissioned for 990 million rubles,” - Rustam Nigmatullin said. Deputy Minister of Construction, Architecture, Housing and Communal Services of the republic Ilshat Gimaev informed that almost 60% of the republican developers work on the escrow account system. “The proportions we have today are 41% [developers working] according to the old rules, this is about 800 thousand square meters, and 59% [working] with the opening of escrow accounts through project financing,” - he said. According to the deputy minister, 88 developers are currently working in this area in the republic. The situation with shared construction is under the control of the republic's leadership.

The head of the Ministry of Construction of the Republic of Tatarstan said that under the social mortgage program, the State Housing Fund under the President of the Republic of Tatarstan has preliminarily formed an investment program for 280.5 thousand square meters. These are 161 houses with 5 thousand 159 apartments. To date, 6 houses of 49 thousand square meters have been commissioned. Commercial developers must commission this year 164 apartment buildings, the total area of ​​which is almost 1 million 265.3 thousand square meters. 7 apartment buildings with 52.1 thousand square meters are ready and commissioned. The stage of construction of 157 commissioned objects is as follows: in a high degree of readiness (70% -100%) there are 40 houses, in an average degree of readiness (30% -70%) - 49 houses, in a low degree of readiness (0% -30%) - 68 houses.
