On June 11, at the Government House of the republic, Tatarstan President Rustam Minnikhanov and Prime Minister of the republic Alexey Pesoshin took part in the tenth meeting of the regional State Council of the sixth convocation held by Chairman of the State Council of the republic Farid Mukhametshin.  

According to paragraph 16, of Article 75 of Tatarstan Constitution, Article 104.2, paragraph 1 of the Electoral Code of the republic, the elections of Tatarstan President are appointed by the State Council of the republic.

The meeting participants decided to schedule the elections of Tatarstan President for September 13, 2020.

After the publication of the Decree, the electoral campaign will be officially launched.

There were 16 issues on the meeting’s agenda.

During the discussion, the agenda of the tenth meeting has expanded significantly and contained 40 issues.

Bills on the implementation of the regional budget and the budget of the Territorial Fund of Compulsory Medical Insurance for 2019, introduced by Tatarstan President were considered in the first reading.

Bills, which will amend the Budget Code of Tatarstan and the regional laws on investment activity, on additional restrictions on the time, conditions and places of retail sale of spirits (in terms of clarifying the requirements for the retail sale of spirits in public catering facilities located in apartment buildings), on the regulation of certain issues in road traffic, on individual measures to ensure the quality and safety of food (measures are being taken to ensure the quality and safety of food, materials and products), about the Commissioner for Human Rights in the republic, were prepared for the first reading.

A draft law on amendments to the regional subsoil law was introduced for consideration in the final third reading.

Today, parliamentarians considered the legislative initiative of the State Council of Tatarstan to introduce to the State Duma of the Federal Assembly of the Russian Federation a draft federal law on amendments to the Federal Law “On the Fund for Assistance to the Reform of Housing and Communal Services”. The document was presented by the Chairman of the Committee on Housing Policy and Infrastructure Development Alexander Tygin. He drew attention to the fact that last November the State Council of the Republic of Tatarstan amended the Housing Code of the Russian Federation and the Federal Law "On the Fund for Assistance to Reforming Housing and Public Utilities", aimed at improving the mechanisms for relocating citizens from emergency housing. “A number of proposals by the State Council, including co-financing by the Fund of measures to relocate citizens from damaged houses recognized as such after January 1, 2017, were supported by the federal legislator,” - he emphasized. “However, the process of resettlement of dilapidated houses continues and there is a need to develop new mechanisms.” A draft law prepared by the State Council of Tatarstan proposes to consolidate such an opportunity, as well as the possibility of the Fund co-financing the development of design documentation for the construction of both apartment buildings and individual residential buildings. Currently, such work is carried out without using the resources of the Fund. Parliamentarians supported the submitted document.

In the Republic of Tatarstan, the sanitary-ecological two-month period for cleaning up the territories of settlements has been completed, which took place from April 1 to May 31 of the current year. The Inspectorate of State Construction Supervision of the Republic of Tatarstan carried out work to restore order at the construction sites of the republic. In total, over the two-month period, the supervisor revealed 26 violations, fines were imposed on developers for a total amount of 1 million 15 thousand rubles. The main emphasis in the work was made on compliance by developers with the environmental protection measures provided for by the project. In particular, the identification of places of unauthorized storage of construction waste and their elimination, the presence of wheel wash stations for vehicles and other violations. From April to May, 325 inspections were conducted in the republic. Most violations were recorded by employees of the Inspectorate in Kazan, Naberezhnye Chelny, Nizhnekamsk, as well as Laishevsky, Almetyevsky, Nurlatsky and other municipal areas.

In total, 247 yards of the Yelabuga district will be improved under the republican program. “This year, construction and installation work will be carried out in 34 yards, and 61 layout plans for the yard territory will be designed,” - said the acting Head of the Executive Committee Ilfat Ismagilov. According to him, in all 34 yards will be performed asphalting, organized parking places (25% of the number of apartments), equipped lighting, erected children's playgrounds, sports elements, and conducted partial landscaping.

Today, in Naberezhnye Chelny, according to the national project "Demography", three objects are under construction at once, two of which are in Zamelekessye, and one is in the 19th complex of the ZYAB settlement. Each of the kindergartens under construction will accept 220 babies closer to the fall, half of which will be toddlers. The "Eurostyle" and "StroyTrust" companies are engaged in the construction of preschool institutions. Each of the facilities has a high degree of readiness.

The minister visited 4 municipal districts as part of a working trip to the republic. In Almetyevsk, the Republican program “Our Yard” was launched. Work began in the courtyards of houses No. 1, No. 3 on Suleymanova Street, No. 123, No. 125 on March 8 Street, No. 125 on Sovetskaya Street. First Deputy Prime Minister of the Republic of Tatarstan Rustam Nigmatullin, Assistant to the President of the Republic of Tatarstan Natalia Fishman-Bekmambetova, Minister of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan Farit Hanifov, Head of the Almetyevsk Municipal District Timur Nagumanov and others got acquainted with the work today. A large-scale republican program for the improvement of domestic territories was initiated by the President of the Republic of Tatarstan, Rustam Minnikhanov. The program will be implemented over five years. The list of improvements included courtyards of houses built before 2014, which previously had no participation in other programs of courtyards repairing. The complex of upcoming work consists of 7 points: repair of driveways and sidewalks, outdoor lighting, installation of benches and urns, MSW sites, baby equipment, sites coated with sand and gravel, partial landscaping.

The head of the Russian Ministry of Construction Vladimir Yakushev signed an order that approved methodological recommendations on the procedure for monitoring and controlling the elimination of accidents and incidents in the sphere of housing and communal services. They fix a single standard for the provision of information and classification of events for a subsystem for monitoring and controlling the elimination of accidents and incidents in the sphere of housing and communal services. The document signed by the Minister defines the recommended operating procedure for regional situational centers in the housing and communal services sector for relevant executive bodies of the constituent entities, as well as a list of data providers and how to connect them to the system. In pilot mode, the subsystem for monitoring and controlling the elimination of accidents and incidents in the sphere of housing and communal services will begin operating on July 1 of this year.

The current state of housing and communal services, the need to develop additional measures aimed at improving the situation in the industry, attracting private investment for further development - these and other issues are planned to be discussed at the online conference "Housing and Utilities in a Pandemic - Challenges and Solutions" on June 10. The President of the Republic of Tatarstan Rustam Minnikhanov held a videoconferencing meeting with all municipal areas. The head of the Ministry of Construction of the Republic of Tatarstan announced the progress of housing construction on June 5. So, 1 million 66.2 thousand square meters of housing, this is 35.8% of the plan, were commissioned in the republic.  The dynamics of housing commissioning over 2 weeks amounted to 70.7 thousand square meters. Under programs of state support to citizens in providing housing, it is planned to improve the living conditions of 728 families in the amount of 1 billion 193.4 million rubles. This year, 600 orphans will be provided with housing in the republic. The work is underway.

The Ministry of Construction, Housing and Communal Services of the Russian Federation approved the conditions for classifying residential premises as standard housing and the requirements for interior decoration of standard-type housing. The relevant document will enter into force on June 6. In accordance with the order dated 29.04.2020 No. 237 / pr “On the approval of the conditions for classifying residential premises as standard housing”, individual residential buildings with an area of ​​up to 150 square meters on a land plot of not more than 1500 square meters, blocks up to 130 square meters as part of a residential building of blocked development, apartments with a total area of ​​not more than 100 square meters are classified as standard housing.  The apartment can be located in an apartment building in which unimpeded access for disabled people is provided, as well as in a house that is assigned an energy efficiency class B and higher. The requirements for the interior decoration of standard housing are also regulated: a metal entrance door and interior doors, window units with a window sill must be installed; the surfaces of walls or partitions should be leveled and painted or glued with wallpaper, the surface of the ceilings should be leveled and painted, or ceiling structures or tension systems should be installed on it; the floor should be leveled and have a floor covering; in bathrooms it is necessary to provide waterproofing, plumbing, faucets, lighting fixtures, ventilation grilles, inspection hatches, leveling screed, waterproofing, ceramic coating on the floor; in the kitchen should be a sink with a curbstone, a stove and a ventilation grill.
