In January, residents of the Sabinsky district were the first in the republic who receive the Single Payment Document from JSC "Tatenergosbyt", including charges for electricity. On 3st of December 2019, the procedure for merging LLC "ERTs - Tatenergosbyt" with JSC "Tatenergosbyt" was completed. Now, the guaranteeing supplier, in addition to supplying electric energy, performs the functions of charging payments for all other types of housing and communal services. One of the results of the merger is issuing residents with one payment document instead of several, as well as gaining access to a single platform - personal account for all types of housing and communal services. From now residents of the Sabinsky district through this service can: receive information on charges; transmit meter readings; get acquainted with the analytics of the consumption of utilities; send your questions through the virtual reception or request a call back; subscribe to an electronic single payment document, as well as pay for it. In addition, soon the updated mobile application will become available to the population, a free contact center for all housing and communal services will start functioning. The consolidation of payment documents in other regions of the republic is planned for March 2020.
The All-Russian open public competition for the best architectural project for the construction of the central district hospital with a design capacity of 80, 240 and 400 beds for serving a population of 30, 50 and 100 thousand people, respectively, has started. Applications are accepted from 3 to 7 February 2020. The competition is organized by the subordinate institution of the Ministry of Construction of Russia - the Federal Center for Standardization and Technical Conformity Assessment in Construction and the competition is organized by the Union of Russian Architects. Any organization and individual entrepreneurs who are members of a self-regulatory organization in the field of architectural and construction design can take part in the competition. The competition is held in two rounds. The first round is held according to the rules of open competition and provides for the preliminary selection of participants according to their qualifications. According to the results of the second round, which is held among the persons who have passed the preliminary selection, the best works will be named.
Earlier, Minister of Construction, Housing and Communal Services Vladimir Yakushev noted that over the past five years, the cost of construction has increased by 28-30%. The Ministry of Construction of Russia has prepared a procedure for determining the price of a contract for the construction of facilities for national projects in accordance with the law, which provides for the possibility of increasing its value. The draft order of the ministry was published on Friday on the portal of draft regulatory legal acts. "The draft order ... was developed in accordance with ... federal law ..."On the contract system in the field of procurement of goods, work, services to meet state and municipal needs," - the explanatory note to the document says.
For 2020, the Republic of Tatarstan has a housing program in the amount of 2 million 979 thousand square meters of housing. To date, 52 thousand square meters have been commissioned. This was announced today at a Republican meeting in the Government House of the Republic of Tatarstan by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Irek Fayzullin. Irek Fayzullin said that under the social mortgage program, the State Housing Fund under the President of the Republic of Tatarstan adjusted the investment program for 2020 in the amount of 273.6 thousand square meters. These are 130 houses for 4 thousand 970 apartments. The program for the construction of multi-unit investment housing provides for the commissioning of 177 houses with an area of 1 million 317.2 thousand square meters. Today 91 houses are in a high degree of readiness, 61 - in an average degree, 25 - in a low degree. It is planned to construct and commission 10 thousand 680 houses with an area of 1 million 388.2 thousand square meters through individual housing construction. On the 17th of January, 61 individual residential buildings with an area of 8 thousand square meters were commissioned. Irek Fayzullin added that for 2020 it is planned to repair 788 apartment buildings with a total area of 4.5 million square meters. 40 municipalities are participating (except for Alkeevsky, Atninsky, Drozhzhanovsky and Kaybitsky districts).
More than 3.5 billion rubles were allocated for the construction of 28 kindergartens in Tatarstan in 2019 under the national project "Demography". Thanks to the implementation of the federal project “Sport is the norm of life”, three universal sports grounds have been built in different municipalities of the republic, two sets of artificial turf for football fields have been purchased and installed. An indoor swimming pool is under construction in Naberezhnye Chelny, which is scheduled to be launched in 2020. Under the federal project "Elder Generation", a residential building of a psychoneurological boarding school in the village of New Churilino, Arsky municipal district of the republic, worth 61.7 million rubles is being constructed. The national project "Demography", designed for 2019-2024, includes five federal projects: "Financial support for families at the birth of children", "Promoting the Employment of Women", "Elder generation", "Strengthening public health", "Sport is the norm of life". The total budget for the next six years will be 3.1 trillion rubles.
Under the capital repair program of preschool institutions in Avtograd, five kindergartens will be updated for 296.5 million rubles. Three kindergartens will be built in Naberezhnye Chelny this year and several will be designed to begin their construction in 2021, said the deputy head of the executive committee Ilmir Iskhakov at a meeting in the city hall. According to him, in 2020 it is planned to build three new kindergartens in the 19th microdistrict of the ZYaB settlement, in the 20th and 25th microdistricts of Zamelekesye. Also this year, kindergartens will be designed in the 34th microdistrict, in the residential area "Prityazhenie" in the village of Orlovka, two more kindergartens are planned to be built in the 63rd complex. In addition, under the capital repair program of preschool institutions in Chelny, five kindergartens will be updated for 296.5 million rubles. The overhaul repairing will be held in four schools (No. 46, No. 82, No. 2) and in a pedagogical college. The cost will amount to 496.2 million rubles.
In 2019, under the Social Mortgage program in Naberezhnye Chelny, five multi-apartment residential buildings were commissioned in 63 microdistricts (63/01, 63/11, 63/12, 63/13, 63/15) with an area of 80 thousand square meters. At the same time, the priority for the Social Mortgage program today is 1 897 families (at the beginning of 2019 - 3 496 families). Iskhakov noted that construction in 63 microdistrict is ongoing. The construction of two houses 63/21, 63/23 for 594 apartments has begun. It is planned that these houses will be introduced in 2020.

On January 11, speaking at the Government House of the republic at a regional videoconference held by Tatarstan President Rustam Minnikhanov with participation of Prime Minister of the republic Aleksey Pesoshin and all regions of the republic, Tatarstan Minister of Construction, Architecture, Housing and Utilities Irek Faizullin reported on the work of the construction industry in the region and said that as many as 50 social programmes will be implemented in Tatarstan in 2020.
Four programmes are aimed at ensuring the commissioning of housing in the republic, namely, social mortgage programme, multi-apartment housing, individual housing construction and construction of rental housing.
As many as 2,675,500 square meters of housing were commissioned in Tatarstan in 2019.
Today, under Housing and Urban Environment national project, Tatarstan Ministry of Construction, Architecture, Housing and Utilities together with municipalities of the republic are establishing a housing construction programme for 2020, envisaging construction of 2,979,000 square meters of housing, which is 304,000 square meters more than in 2019.
Under the investment programme of Presidential State Housing Fund of the republic, it is planned to commission 77 houses with the total area of 205,000 square meters in 2020.
In 2020, multi-apartment investment housing is mainly, namely 65 per cent, built, according to the old rules with the Decree of Russian Government №480 (with the attraction of shareholders’ funds).
As of January 10 of the current year, as many as 60 developers are constructing 126 multi-apartment houses with the total area of 1,283,400 square meters. As many as 35 houses, which makes 70-100 per cent, are in a high degree of readiness; 59 houses - in an average degree of readiness; 32 houses - in a low degree of readiness.
The republic annually commissions about one million square meters of individual housing.
In total, in 2020 it is planned to accommodate 721 families at the total cost of 1 billion 189.2 million roubles, including 600 orphans and children left without parental care, 46 large families with 5 or more children (including 2 families with 10 children), 47 young families, 28 citizens from among the internally displaced persons, immigrants from the Far North and Chernobyl residents.
It is planned to overhaul 788 multi-apartment houses with the total area of 4.5 million square meters under the capital repair programme in 2020.
The Ministry will monitor 128 facilities under six national projects. Currently, all agreements are concluded.
Faizullin also said that under federal law, the waiting time for issuing building permits has been reduced.
