A regular meeting of the Public Council under the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan was held under the chairmanship of Advisor to the Minister Lenar Valeev. The meeting was attended by employees of the Ministry, representatives of public control in the field of housing and communal services, management organizations, specialized educational institutions, design organizations. During the meeting, Tatiana Titova, Head of the Civil Service and Personnel Department, also made a report on the work done. She described in details the implementation by the Ministry of anti-corruption policy in the first nine months of 2018.  The head of the press service Gulnaz Minnikhanov raised the topic of the participation of members of the Public Council in covering the activities of the Ministry. According to the results of 2018, Autodesk recognized SUE  Tatinvestgrazhdanproekt as BIM-leader and presented the award “BIM-leader of Russia 2018”. This award is presented to companies that have achieved outstanding results using BIM technology, have gained unique experience of its use in our country and are willing to share their knowledge with other members of the construction community. For SUE "Tatinvestgrazhdanproekt" this award was already the fourth - previously the company was awarded in 2015, 2016 and 2017.

According to the order of Rostekhnadzor dated March 25, 2014 No. 116 "On approval of Federal norms and rules in the field of industrial safety, Industrial safety rules for hazardous production facilities using equipment operating under excessive pressure”- automobile gas cylinders are subject to periodic re-examination procedure:

Type 1 cylinders made of carbon steel - at least once every three years;

Type 1 cylinders of alloy steel - at least once every five years;

Cylinders of the 2nd and 3rd type of metal composite materials - at least once every three years.

Of the 30 problematic objects of shared construction in the capital of Tatarstan, 15 have now been commissioned. In the Kazan residential complex "Symphony" today, the next, third house has been commissioned. Designed for 180 apartments 19-storey building located at: st. Rotornya, 27. Among these buildings - and the fourth house of the residential complex "Symphony", which is expected to put into the operation in the summer of next year. There holders also decided to create a housing cooperative.

In the neighborhood "Salavat Cooper" solemnly settled 102-apartment house number 3B on the street Yusupova: this is the sixth new building of the second stage. Participants of social mortrage programs - employees of state-financed organizations and enterprises - became residents of the new house. They were congratulated by the Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Ilshat Gimaev, Deputy Executive Director of the Civil Fund under the President of the Republic of Tatarstan Vladimir Nikiforov and the head of the Kirov and Moscow districts of Kazan Sergey Mironov. According to Nikiforov, all apartments in the new house are equipped with electric stoves, water purification filters, water and electricity meters, fire detectors and heat regulators. In addition, apartments are rented in a fine finish. The program of the social mortrage  has been implemented in Tatarstan since 2005. Since the beginning of 2018, 7 thousand families have got new housing in new buildings under this program.

986 houses have been included in the program for the overhaul repairing of housing for 2019 in Tatarstan, more than 5.5 billion rubles will be spent on it. This was announced by the general director of the Housing and Utilities Fund of the Republic of Tatarstan Marat Aizatullin. According to the head of the fund, a short-term plan for the implementation of a regional program for the overhaul of common property in apartment buildings was approved in Tatarstan. “In 2019, the implementation of the short-term plan should provide favorable living conditions for 219.1 thousand people in 986 apartment buildings with a total area of ​​5.8 million square meters," - said Aizatullin. “The total amount of funding for the short-term plan measures will be 5.5 billion rubles,” - he added. We inform that contributions for the repair of residential buildings in 2019 will remain at the same level. This year the amount was 5.85 rubles per 1 sq. meter per total floor space in an apartment building.

This year, the movement of student labor groups of Tatarstan celebrates its 55th anniversary. The youth movement was born in 1963. Then the regional Komsomol committee issued a decree to send 200 students of the Kazan Institute of Civil Engineering to work in Kazakhstan. In 1966, the first meeting of student construction teams of Tatarstan took place, in 1967 the Tatar Republican headquarters of student construction teams was created. As part of the celebration of the 55th anniversary of the student detachments of Tatarstan, the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan encouraged veterans of the Student Construction Detachment of the FKS KAI "Sever" by the letters of gratitude, as well as students of the KGASU Ilmir Burkhanov (commander of the Alkor Student Construction Labor Unit), Bulat Nizamutdinov (Commander of the Kazan Student Labor Labor Detachment), Yevgeniya Gulyakova (master of the Kazan Student Labor Labor Detachment), for their active participation in the activities of the Student construction labor teams.

Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan - Chairman of the Union of Architects of the Republic of Tatarstan Vladimir Kudryashev spoke about the main events of architecture and the urban environment of the outgoing year, and the upcoming events. What key events would you highlight?

- The year was quite intense and not only due to architectural events, the capital of Tatarstan - Kazan - took the World Cup, a landmark event for the city and the citizens, and for the whole country.

- Vladimir Nikolaevich, we touched upon and talked about the results of the year and key events. Can we now outline some events of the near future?

- As I have already said, we are waiting for the second international investment forum of architecture and design SIYUM. And now we are actively working on the All-Russian festival with international participation “Architectural Heritage”. This year, it was first held in Moscow in the central exhibition hall "Manege", I think that everything went at the highest level. The President of the Union of Architects of Russia made a proposal to hold the second festival "Architectural Heritage" in Kazan, where there is tremendous experience in preserving cultural heritage sites. We are all proud that our republic is the only subject of the Russian Federation - on the territory of which there are 3 objects included in the UNESCO World Heritage List.

Alexey Frolov, First Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, reported today at the republican meeting on the implementation of the overhaul program of the housing complex and socio-cultural facilities. Alexey Frolov said that today in Tatarstan, has been completed overhaul repairing in 831 apartment buildings out of 974 . Of these, 705 houses have been accepted by the housing inspectorate. The total volume of the program is 94%. As part of the overhaul repairing of educational institutions, the implementation of the program reaches 99.5%. On 88 sites works are completed .

All persons engaged in activities in the field of housing and communal services are required to post information on matters relating to the maintenance and operation of apartment buildings, the provision of utilities and other information. The state information system of housing and communal services gives citizens of the Russian Federation the opportunity to receive information on the above issues and to exercise their rights. That is why the Bugulma Regional Housing Inspectorate pays special attention to the quality of work of those responsible for entering information into the system, controls the completeness and accuracy of the information posted. Since the beginning of the year, 10 administrative cases under this article have been submitted to the Magistrate Court of the Bugulminsky District. At the moment, in four cases, decisions have already been made to find officials of management organizations guilty of committing an administrative offense and applying an administrative penalty to them in the form of a warning.
