Regional system of voluntary certification was registered in the sphere of housing and public utilities “ZhKS-Kachestvo”
Development and registration of the System was considered and approved by the Board of the System including representatives of the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan, the State housing inspection of the Republic of Tatarstan, self-regulatory organizations, the authority for housing and public utilities certification, specialized educational institutions, homeowners associations and contracting housing management organizations.
The main purpose of the System is the following: further development of voluntary certification in the sphere of housing and public utilities, control of reliability of the organizations (companies) providing services, establishment of single agreed standards and rules for the management of apartment houses and other services in the sphere of housing and public utilities, improvement and maintainance the appropriate level of quality of housing and public utilities, creation of the register of organizations (enterprises) operating in the sphere of housing and public utilities, and improving status and rating of organizations (enterprises) of housing and public utilities of the Republic of Tatarstan.
A certificate of registration in the single register of registered voluntary certification systems of the Federal Agency on Technical Regulation and Metrology (registration number РООС RU.Л938.04 ФЕЕ0) was issued to the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan as a regulatory (coordinating) body of the System.
The Executive Body for the organizational work ensuring the functioning of this System activities is Open Joint Stock Company “Republican Engineering and Technical Center" (“RITTS” OJSC).
The System is designed for the voluntary certification i.e. assessing the quality of work, services, processes provided by the organizations of housing and public utilities in accordance with certain regulatory documents.
