On the official Internet portal of legal information pravo.gov.ru, was published a decree of the Ministry of Construction, Housing and Communal Services of the Russian Federation dated 03.03.2020 No. 165 / pr “On Amending the Procedure for the Development and Coordination of Special Specifications for the Development of Design Documentation for a Capital Object”, approved by order of the Ministry of Construction, Housing and Communal Services of the Russian Federation onApril 15, 2016 No. 248 / pr." The Ministry of Construction of Russia conducted an analysis of the developed STC, according to the results of which it was revealed that more than 70 percent of the STC relate to fire safety issues. In order to optimize the approval of the STC on fire safety (provided that such STC does not affect structural safety issues), the rule is fixed that such STCs are subject to coordination only with the Ministry of Emergencies of Russia (prior to the issuance of the decree, coordination was carried out by two departments sequentially: the Ministry of Emergencies of Russia and the Ministry of Construction of Russia). Such optimization will reduce the time spent by the designer on the development and approval of STC by about one month.
