Developers will be able to implement intra-quarter networks

The draft of federal law “On Amending Certain Legislative Acts in order to Regulate the Transfer of Ownership of Engineering Infrastructure Facilities Intended for the Transportation and Supply of Communal Resources Directly to Their Consumers in Apartment Buildings” has been posted on the draft regulatory documents portal.  The draft law defines the procedure and conditions for transferring into ownership of resource supply organizations of intra-quarter gas, heat, electricity, water supply and sanitation networks located between the connection point under the technical connection agreement and the external border of the communal building networks of apartment buildings.  The amount of payment for which intra-quarterly networks are transferred or sold at auction will be limited by the amount of actually incurred expenses for their creation and registration.  The developer will also be able to transfer such networks to the municipality at a price below cost or free of charge.  The discussion of the bill will last until June 2, 2020.
