This was stated by Deputy Chairman of the Presidium (headquarters) of the Government Commission for Regional Development - First Deputy Minister of Construction, Housing and Communal Services of the Russian Federation Irek Fayzullin on May 19 at a meeting on reducing the number of mandatory requirements for construction. Among the proposals of the Ministry of Construction of Russia is the formation of a single list of national standards and codes of practice, as a result of which, on a voluntary basis, compliance with the requirements of the Technical Regulations on the safety of buildings and structures will be ensured; the establishment of requirements for the development of special technical conditions (STU) only in case of reconstruction of the capital construction object and deviation from mandatory building standards. Irek Fayzullin drew attention to the need to remove restrictions on the use of new technologies in construction. He added that the role and responsibility of organizations involved in the examination of project documentation should also be increased, and the quality of state construction supervision should be improved. So, it is proposed to mandatory carry out construction control in respect of facilities whose construction or reconstruction is carried out in whole or in part at the expense of the budget within the framework of national projects.
