The results of the work of organizations of the fuel and energy, housing and communal complexes of the Republic of Tatarstan in the heating period 2019/2020 were announced today at a meeting of the Cabinet of Ministers of the Republic of Tatarstan. The meeting with all areas was held by the Prime Minister of Tatarstan Alexei Pesoshin in videoconferencing mode. The meeting was attended by the President of the Republic of Tatarstan Rustam Minnikhanov. According to Alexey Pesoshin, opening the meeting, the coordinated work of municipal districts and enterprises of housing and communal services and energy in preparing for the fall-winter period of 2019/2020 allowed the heating season to be completed on time. In general, municipalities timely launched heat at housing and social facilities. The heating period in the republic began on September 3, 2019 and ended on May 7, 2020. Management companies obtained preparedness certificates for 17,154 residential buildings (99.9%) out of 17,171. 80.4 million rubles were received from the budget of the Republic of Tatarstan to replenish emergency and technical supplies. As part of the preparations for the heating period 2019/2020, all energy supplying organizations and municipal entities have concluded natural gas supply agreements with Gazprom Mezhregiongaz Kazan Joint Stock Company. According to the results of the audit conducted by the Volga Department of Rostekhnadzor, out of 45 municipalities in time were received 43 passports on the readiness of the facilities for the heating period 2019/2020. Readiness certificates for Zelenodolsky and Menzelinsky municipal districts were received on December 2 and 19, 2019, respectively. The timely receipt of a preparedness certificate is an important indicator of the district’s readiness for the heating season, emphasized Alexey Pesoshin and asked to pay attention to this fact in the subsequent work. Tatarstan Prime Minister noted that 85 accidents occurred on cold water supply networks. According to Alexei Pesoshin, now in Tatarstan there are 15,940 gasified houses, or 93% of the total number of apartment buildings. In 2019, the housing inspectorate and gas services carried out inspections of the system in apartment buildings, and this year this work will be continued, said Alexey Pesoshin.
The Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Farit Hanifov made the main report on the passage of the heating period 2019/2020. Among the main tasks for timely and high-quality preparation for the heating season of 20/21, Farit Khanifov called ensuring the issuance of preparedness certificates, as well as the adoption by managers of enterprises, heads of municipal districts of comprehensive measures to reduce overdue debts for gas, electricity and heat. However, taking into account self-isolation and a decrease in household incomes, as of May 1, 2020, the collection rate of population payments was 94.9%, which is 0.9% lower than the same period last year. This dynamics is understandable, but the main thing is to prevent an increase in shortfalls in payments in the future, the minister said. As of May 1, 2020, overdue debts of utilities for gas amounted to 503.1 million rubles. Compared to the same period last year, debt decreased by 0.2 million rubles. According to current data, as of May 1, 2020, overdue debts of all organizations of the housing and communal complex of the republic for electricity amounted to 182.5 million rubles.
