Vladimir Yakushev: "National projects are designed to improve the quality of life of citizens"

The Minister of Construction, Housing and Utilities of the Russian Federation Vladimir Yakushev reported on the results of 2019 and the interim results of 2020 of the implementation of the national project "Housing and Urban Environment" at a meeting of the board of the Ministry of Construction of Russia on Thursday, October 22. In connection with the spread of the new coronavirus infection, the event was held in a new format - via video conferencing. The online meeting was attended by Deputy Prime Minister of the Russian Federation Marat Khusnullin. The building complex of Tatarstan was represented by the head of the republican ministry of construction Marat Aizatullin. As the head of the Russian Ministry of Construction noted in his speech, the past period was fraught with serious challenges for the construction, housing and utilities sectors. However, at the same time, it was possible to carry out a number of measures to stabilize the situation and implement the plans and tasks. “The first year of the national project implementation coincided with the reform of shared construction. Despite the projected risks and difficulties encountered, in general, 2019 has become quite successful for housing construction. For the first time since 2015, we have managed to stop the downtrend in housing construction and achieve positive dynamics. Compared to 2018, housing commissioning increased by 8.3%. The country has built 82 million square meters of modern and high-quality housing", - said Vladimir Yakushev. He stressed that the abrupt transition could lead to serious consequences. But the testing of new financing mechanisms through escrow and, at the same time, the definition of completion criteria according to the old rules allowed the industry to avoid possible negative consequences. At the same time, the Unified Information System for Housing Construction was introduced, which allows monitoring the situation for each object that is being built with the involvement of citizens' funds. So, according to the system, currently under construction - 98.9 million square meters of housing. Among them - 41 million sq. m of housing - these are projects that are being built under the new rules with the use of project financing and the opening of escrow accounts.
