Alexey Frolov told the parliamentarians about the situation in the field of solid waste management

29 October 2020, Thursday

Today, before the sixteenth meeting of the State Council, a meeting of the parliamentary faction "United Russia" was held, at which the parliamentarians discussed issues of reforming the system of solid municipal waste management in the republic. The meeting was chaired by the head of the United Russia faction, Yuri Kamaltynov. As the first deputy minister of Construction, Architecture, Housing and Communal Services of the republic Aleksey Frolov noted, Tatarstan is systematically engaged in the management of solid household waste. In the early 2000s, storage bunkers were installed in settlements or container sites were created where the population brought waste and which were then sent to landfills. Polygons have been created in every municipality. The work of transportation operators was organized. At the municipal level, payment for the population was determined, and accumulation standards were established. Processing facilities have been created in a number of municipalities.

Since January 1 of last year, the republic has switched to a new system of MSW management. The necessary regulatory legal acts were approved, regional operators were selected (the Eastern zone, which unites 22 municipalities - LLC "Grinta", the Western zone (23 MO) - LLC "MC PZhKH"). Agreements with regional operators are concluded for 10 years, until 2028. They also set uniform tariffs. Payments for the population in the second quarter of this year were: for those living in apartment blocks - 89.80 rubles per person per month, for residents of the individual hosing - 97.41 rubles per person per month. As Aleksey Frolov noted, compared to other regions, tariffs in Tatarstan are "at an average level." Currently, there are 8,752 container sites in operation in the republic, 24,067 containers have been installed. Since the start of the reform, 1 thousand 059 container sites have been created, 5 786 containers have been installed. The report of the first deputy Minister of Construction, Architecture, Housing and Communal Services of the republic caused many questions from the deputies. In particular, Marat Galeev asked about the possibility of revising tariffs for catering enterprises and organizers of mass events during the period of restrictions related to the coronavirus pandemic. The question has been put into the work.
