A meeting of the Government of Tatarstan was held to increase the investment attractiveness of the republic
First Deputy Minister of Construction, Architecture and Housing of the Republic of Tatarstan Alexey Frolov took part in a meeting of the Cabinet of Ministers of the Republic of Tatarstan on increasing the investment attractiveness of the Republic with the participation of Tatarstan President Rustam Minnikhanov. The meeting was held by the First Deputy Prime Minister of the Republic of Tatarstan Rustam Nigmatullin.
He noted that Tatarstan has been holding the second place in the national rating of the investment climate for the fourth year. At the same time, changes in technology and an increase in the quality of life invariably lead to new expectations among entrepreneurs regarding the speed, convenience and quality of services provided to them and measures of financial and non-financial support.
“Regardless of the place of application, the lists and forms of documents, as well as the deadlines have become uniform. This allowed us to speed up the delivery time from 2 to 12 times,” Rustam Nigmatullin said.
Deputy Prime Minister of Economy of the Republic of Tatarstan Midhat Shagiakhmetov said that following the analysis of the results of the national rating of the investment climate, significant work has been carried out, which resulted in the identification of possible points of growth of the republic. Thus, the “Regulatory Environment” unit evaluates the performance indicators of the provision of various public services for business - the issuance of construction permits, licenses, registration of property rights to real estate, connection to utility networks, etc. The regional Investment Standard has established algorithms designed to reduce the time required to provide services and improve the efficiency of interdepartmental interaction. Another key factor that will reduce the time needed to connect to engineering infrastructure networks will be the organization of the process of conciliation procedures within departments in a parallel online format in the optimal time. This practice will be implemented in Tatarstan next year.
Alexey Frolov reported on the effectiveness of procedures for issuing construction permits, connecting to water supply and sanitation networks, as well as putting the facility into operation.
"To improve our further work and increase the indicators in the National Rating, we, together with resource-supplying organizations, are working closely with organizations connected to water supply and sanitation networks in large cities to identify the main problems and constraints in technological connection. Based on feedback from organizations, a meeting with resource-supplying organizations was organized in order to optimize and improve the efficiency of the process of connecting water supply and sanitation networks. Ways to solve these problems are being worked out at working meetings together with representatives of the Rosatom State Corporation, the Ministry of Economy of the Republic, Executive Committees of municipalities and resource–supplying organizations on an ongoing basis,” Alexey Frolov said.
During his speech, the Deputy Minister reported on the approved algorithm of investor actions for obtaining a construction permit, posted on the investment portal in the section “Investment Standard”, as well as on reducing the time of the process of issuing construction permits at all stages.
“We are constantly studying the best practices of the subjects of the Russian Federation, whose indicators are developing dynamically. Taking into account the positive experience of the regions, we continue systematic work on reducing the time for issuing a construction permit, as well as improving the quality of this service,” the Deputy Minister summed up his speech.
