So, in 2022, 3,093 million square meters were commissioned, which is 102.7% by 2021. “I want to thank the builders for their well-coordinated work and these worthy results. This suggests that the ongoing reforms and federal support measures implemented by the Government of the Russian Federation are bringing results,” Rustam Minnikhanov said.

He stressed that the implementation of programs aimed at improving the quality of life of citizens will be fully continued in the republic in 2023. “68.8 billion rubles will be allocated for their implementation, and they are provided for in our budget,” the President of the Republic of Tatarstan said.

The President of the Republic of Tatarstan elaborated on a number of issues. Thus, when preparing technical specifications for the construction of socio-cultural facilities, the real need for them is not taken into account, optimal options are not determined, budget possibilities are not taken into account when forming costs. For example, often when determining the capacity of schools and kindergartens, a much larger number of children are taken into account than actually exists.

“The Ministry of Economy, together with the Ministry of Construction, needs to tighten the approval of technical tasks, preventing unnecessary construction of expensive facilities with excessive capacity,” Rustam Minnikhanov said. It is also necessary to pay attention to the efficient operation of constructed and renovated facilities. Already at the stage of preparation of the terms of reference, it is necessary to take into account personnel issues. So, earlier the CEC designated cases when rural houses of culture and FAPs built or repaired at the expense of budgetary funds are closed due to lack of staff. “This is unacceptable,” Rustam Minnikhanov said. - Municipalities need to take into account staffing issues when planning.”

In his opinion, the situation is similar with the overhaul of facilities: the repair of schools and kindergartens begins without taking into account the ratio of the design capacity to the actual number of children attending them, there are no maintenance calculations, there is no optimization. The lack of a systematic approach and planning in the development of project documentation leads to the fact that industry ministries and municipalities use outdated projects when forming applications for federal funding. As a result, there is a need to allocate additional funds from the budget of the republic.

“I instruct the ministries and heads of districts to determine a development strategy for the short and medium term and organize the preparation of appropriate design solutions,” Rustam Minnikhanov said.

Another consequence of the lack of planning is the accelerated and poor–quality preparation of projects. The cost of construction or repair, attributed to 1 square meter, leads to distortions. Cost optimization issues are often considered only on instructions. Rustam Minnikhanov drew attention to the maintenance of the facilities: they are not operated according to the established requirements, especially for ventilation systems, periodic routine inspection of buildings is not carried out

In addition, there are issues of the quality of the work performed, Rustam Minnikhanov believes. There are situations when the roof leaks on newly built and renovated facilities, water penetrates into basements. Such cases are unacceptable!

“The Ministry of Construction, together with branch ministries and municipalities, needs to continue systematic work to reduce unfinished construction,” Rustam Minnikhanov instructed.

As for housing construction, taking into account the tasks set by the President of the Russian Federation V.V. Putin, it is necessary to implement projects for the integrated development of territories. The entire legislative framework has been prepared. According to Rustam Minnikhanov, so far only Kazan is working on the integrated development of territories.

“The Institute of Spatial Planning, together with the participation of Kazan, nearby districts, as well as interested ministries and departments, needs to develop a master plan for the development of the Kazan agglomeration. It should become the main tool for planning and implementing major infrastructure projects in this area. The same work is needed in Naberezhnye Chelny, we see what problems arise there,” Rustam Minnikhanov said.

The development and approval of territorial planning documents and land use and development rules remains an important issue. This is also the area of responsibility of the Institute of Spatial Planning.

“It is important to ensure the demand for new housing. We are grateful to President Vladimir Putin for the decision to extend the preferential mortgage,” Rustam Minnikhanov reminded.

Last year, work continued on the commissioning of problematic shared-equity facilities. The work is underway, but there are still 4 problematic objects, said Rustam Minnikhanov.

In 2022, the Commission of the State Council of the Russian Federation continued its work in the direction of "Construction, housing and communal services and the urban environment". The Strategy for the development of the construction industry and housing and communal services until 2030 with a forecast until 2035 has been approved. This year, this joint work with the Government of Russia, the Ministry of Construction of Russia and the regions will be continued, Rustam Minnikhanov said.

As for the problems of the housing and communal sector, which concern our population and hinder the development of the industry. In 2022, the number of appeals from residents increased by 15%. This is largely due to the growing activity of citizens in the management of communal property, demands on the quality of housing and communal services. At the same time, the authorities and management organizations are not doing enough explanatory work on the most pressing issues. “The Ministry of Construction, together with local self-government bodies, needs to intensify work with the population, work out in a timely manner on all emerging problems. The quality of maintenance of housing and communal facilities depends on investments in the industry. It is necessary to continue work on attracting investments, including within the framework of investment programs approved by the Ministry and the State Tariff Committee,"” the President of the Republic of Tatarstan believes.

He recalled: now we are talking a lot about the need to allocate additional financial resources for the reconstruction of networks, but the investment programs adopted by the water supply and sanitation enterprises at the end of the year remained unfulfilled, the development of heat supply is 95% of the planned annual funding.

Only a quarter of the enterprises in the field of heat supply, which have tariffs, have investment programs. At the same time, 19 more enterprises have sources of financing in the form of depreciation deductions. In the field of water supply, investment programs were approved by 9 organizations out of 14 with a sufficient level of deductions, in sanitation - 10 out of 11.

The Ministry, the State Committee on Tariffs, together with the executive committees of municipalities of the republic, need to continue work on approving investment programs, as well as monitoring their implementation. Particular attention should be paid to the conclusion of concession agreements in the housing and communal services industry.

“1,182 objects are currently ownerless – this is a lot. The Ministry of Construction, together with the Ministry of Land and Property Relations and Municipal districts, needs to continue work on putting them on balance,” Rustam Minnikhanov instructed.

Many municipal facilities are being built in the republic at the expense of the federal and republican budgets, and their further operation is important. There are already flaws in the design of objects.

Not fully calculated initial data of municipalities in the future lead to an increase in operating costs. In the current economic conditions, the Ministry of Construction, together with the heads and heads of housing and communal services organizations, should continue to work to maintain the achieved level of collection of payments from the population and reduce overdue debts of organizations.

One of the most important tasks of municipal enterprises is the preparation and conduct of the heating season. Unfortunately, during the heating period, accidents occur at heat supply facilities, which is a consequence of poor-quality preparation. The task of the heads is the timely formation of a real plan of preparation for the heating season and its strict execution, obtaining passports of readiness for the heating period. The Ministry of Construction needs to ensure strict control over the execution.

Many accidents, including fatal ones, are associated with the use of gas in everyday life. This was also discussed at the Board of the Prosecutor's Office of the Republic of Tatarstan, Rustam Minnikhanov recalled. The heads need to take control of the maintenance of intra-house and intra-apartment equipment by specialized organizations, conduct explanatory work with the population on the safe operation of gas equipment.
