This year, the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan participates in the implementation of 6 national projects and 4 state programs. Traditionally, a large volume is occupied by programs for the improvement of courtyards and public spaces. 960 yard territories and 68 parks, squares, embankments will be landscaped. Among them are the republican winners of the Contest of small towns and historical settlements, which is held within the framework of the federal project “Formation of a comfortable urban environment”. This was announced by the Minister of Construction, Architecture and Housing of the Republic of Tatarstan Marat Aizatullin during a briefing in the Cabinet of Ministers of the Republic of Tatarstan, which was attended by the director of the Foundation “Institute of Urban Development of the Republic of Tatarstan” Naila Zinnatullina, the head of the Mendeleevsky municipal district Radmir Belyaev, as well as the head of the Tetyushsky municipal district Ramis Safiullov.
In 2022, the Competition was held twice – in summer and in winter. The winners of the summer season were 6 out of 7 applications sent to the Competition. These are the cities of Bolgar, Yelabuga, Zainsk, Zelenodolsk, Laishevo and Leninogorsk. In the winter season, both applications submitted for the competition in the cities of Zelenodolsk and Almetyevsk won. The total amount of grants for financing 8 winning projects in 2022 amounted to 696 million rubles.
So, in the nomination “Small towns with a population of up to 20 thousand people”, where 3 cities became winners:
- Mamadysh with the project Park of extreme and winter sports. The grant amount was 80 million rubles.
- the project of the cultural and recreational cluster “White Mountains” (“Semruk”) worth 70 million rubles will be implemented in Laishevo.
- and the project of improvement of the social and cultural center of the city “Bolgar Spassky” is designed to link together residential buildings and a museum-reserve. The total cost of the project, taking into account grant funds and the federal program, will amount to almost 83 million rubles.
In the nomination – “Small towns with the number of inhabitants from 20 to 50 thousand people”, the winner was the improvement project of the “Youth Park” in Zainsk. The grant allocated 85 million rubles, another 20 million will be added by the republic.
There are 3 winning cities in the category “Small towns with the number of inhabitants from 50 to 100 thousand people”. This:
- Yelabuga, with a project of landscaping the territory of Shishkin ponds for 95 million rubles, which will allow this tourist place to attract residents and guests of the city all year round, while preserving the spirit of history.
- The Altynov Park project, named after the hero of the Great Patriotic War, tankman Nikolai Nikolaevich Altynov, will be implemented in Zelenodolsk. The grant amount amounted to 95 million rubles and another 11 million rubles were allocated as part of the republican program for the improvement of public spaces.
- the third winner is the city of Leninogorsk (95 million rubles). A sports cluster will be created here as part of the strategy for the development of the cascade of upper ponds on Mendeleev Street.
In the new nomination “Small towns with a population of 100 thousand people to 200 thousand people”, Almetyevsk became the winner.
As Marat Aizatullin noted, Tatarstan has accumulated serious experience in the development of public spaces, so it is one of the regions with the largest number of winners: over 5 years (from 2018 to 2022), 40 projects received grants from the federal budget. The total amount of grants exceeded 2 billion 700 million rubles.
The Minister of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan reminded reporters that in 2023 44 republican programs for 51 billion 670 million rubles are being implemented in the Republic of Tatarstan, which include 3562 objects of construction, capital repairs, modernization of municipal infrastructure and landscaping.
Within the framework of 6 national projects and 4 state programs, 311 objects worth 14 billion 800 million rubles will be implemented.

The All-Russian competition of the best projects for creating a comfortable urban environment in small towns and historical settlements was organized on behalf of the President of the Russian Federation - Vladimir Putin, and was held for the first time in 2018. Its goal was and remains to create attractive spaces aimed at improving the quality of life in cities and towns, attracting tourists to them and developing the hospitality industry.
Initially, small towns and historical settlements of federal and regional significance with a population of up to 100 thousand people could take part in the competition. But in 2022, the number of participants has expanded, and now cities with a population of up to 200 thousand people can participate in the competition.
