Marat Aizatullin summed up the results of the last heating season in the republic
The past heating period as a whole was held in a regular and controlled mode. Its duration was 247 days (2/3 calendar year). All emergency situations in the past heating period, which caused the suspension of utilities, were eliminated within the regulatory deadlines. Of the 3,160 accidents, the most occurred in the water supply sector. In the field of heat supply - 237 accidents, or 7.5% of the total.
Such data was given by the Minister of Construction, Architecture and Housing of the Republic of Tatarstan Marat Aizatullin at a meeting of the Cabinet of Ministers of the Republic of Tatarstan dedicated to the results of the last heating season and the tasks of preparing for the heating period of 2023/2024 with the participation of the President of the Republic of Tatarstan Rustam Minnikhanov. The meeting was held by the Prime Minister of the Republic of Tatarstan Alexey Pesoshin.
Marat Aizatullin noted that one of the reasons for the continuing accidents in the housing and communal services is the unsatisfactory condition of engineering networks. So, in the republic of 23 119 km. water supply and sanitation networks are dilapidated and about 7,428 km (32.1%) are subject to replacement, out of 3,106 km of heat supply networks - more than 1 thousand or 34.8%.
The condition of public utilities facilities is one of the main problems of the housing and communal services industry throughout the country. In this regard, Russia has launched a new program for the modernization of municipal infrastructure facilities, which includes 190 facilities for Tatarstan, 30 of which will be implemented in 2023. In total, it is planned to carry out the construction and reconstruction of engineering networks with a total length of 601 km, including: 430 km of water supply, 79 km of sewerage and 92 km of heat supply networks.
The preparation of housing and communal services facilities for the heating period is also carried out within the framework of republican, federal and investment programs. The program approach is the most optimal for solving systemic issues, including in preparation for the heating period. In addition to the program activities, block-modular boiler houses were built last year in Aznakaevo, Kazan and Agryz municipal district.
According to the Minister, the main source of implementation of measures for the preparation of industry facilities for the heating period are payments for housing and communal services. For a number of years, the rate of collection of payments of the population does not fall below 98%. So, as of May 1 of this year, the level of average annual collection of payments from the population was 99.1%. "High payment discipline ensures further timeliness of settlements of housing and communal services enterprises with energy suppliers. And, on the contrary, every ruble that consumers have not returned to suppliers affects the reliability of the housing and communal complex," stressed Marat Aizatullin.
Summing up the meeting, the Prime Minister of the Republic of Tatarstan noted: in order to effectively prepare for the new heating period, ministries and departments, gas, heat, energy supply enterprises, municipal districts, as well as housing and communal services enterprises in general, it is necessary to ensure the issuance of readiness passports of municipalities by November 15, 2023, to make payment for consumed energy resources and repayment of accounts payable before the start of the new heating period of 2023/2024, as well as to ensure the preparation of housing facilities, the socio-cultural sphere and communal infrastructure, including paying attention to the completion of major repairs.
