The issues of increasing the economic activity of business in the historical centers of cities with the preservation of the heritage and identity of the territory were discussed today at the International Forum REBUS 2023: "The Economics of construction in the historical center". The event was held in the IT Park named afterBashir Rameyev.

The plenary session of the forum was attended by the Rais of the Republic of Tatarstan Rustam Minnikhanov, Deputy Minister of Construction and Housing of the Russian Federation Sergey Muzychenko, Chairman of the State Duma Committee on Construction and Housing Sergey Pakhomov, Mayor of Kazan Ilsur Metshin, President of the Union of Architects of Russia Nikolai Shumakov, as well as representatives of various regions of the country.

Prior to the session, Rustam Minnikhanov and the guests of the forum visited the exhibition, where new ideas, technical solutions and building materials offered for use in historical territories were presented. A tour of the exhibition was conducted by the Minister of Construction, Architecture and Housing of the Republic of Tatarstan Marat Aizatullin.

Welcoming the participants of the forum, Rustam Minnikhanov noted the importance of economic issues of construction in historical cities. "The state and private development invest a lot in the construction of modern high-quality facilities. They are being built in the historical center. It is extremely important to maintain a balance here so that the development is useful for the residents of the city, harmoniously fits into the architecture and at the same time is economically justified. Of course, investments in the historical city are long-term. It is important to talk professionally about the mechanisms of public-private partnership, new approaches to the development of territories and to develop effective solutions," said the Rais of Tatarstan.

Rustam Minnikhanov noted that the republic has come a long way in resolving issues of urban development of the territory of historical cities. "If everything is structured and organized correctly, these territories have serious investment attractiveness. But we didn't come to this right away. We have attracted specialists, developed the necessary competencies, and built a whole system. Of course, there were mistakes, but we managed to create an environment that allows us to move forward with full understanding," he said.

Deputy Prime Minister of the Russian Federation Marat Khusnullin sent a video greeting to the forum participants. "We must preserve the unique historical monuments of architecture as much as possible in their original form, competently integrate this heritage into the citywide environment. The event is not held in Kazan by chance. The capital of Tatarstan has a successful experience in the development of the center," the Deputy Prime Minister said.

Within the framework of the plenary session, recent debatable examples of construction and renovation in historical city centers were considered.
