Housing and Communal Services of the Republic of Tatarstan, took part in an expanded district meeting with representatives of executive authorities of the Volga Federal District organized by the Association of Expertise of Russia in Innopolis. Together with the head of the Glavgosexpertiza of Russia Igor Manylov, the Prime Minister of the Republic of Tatarstan Roman Shaikhutdinov, the Minister of Digital Development of Public Administration, Information Technologies and Communications of the Republic of Tatarstan Airat Khairullin, the Minister of Transport and Road Facilities of the Republic of Tatarstan Farit Khanifov, the head of the Center for Digital Transformation of the Glavgosexpertiza of Russia Dmitry Nikitin participated in the discussion.
The panel discussion identified the special role of expert organizations in the process of building new and expanding existing cities on the territory of the Russian Federation. The participants highlighted the importance of the topic of digital maturity of participants in the investment and construction cycle and the process of building electronic interaction between the designer, customer, contractor and expertise, and also stressed the importance of the ongoing work on the formation of a database of standard projects to optimize the work of experts.
The head of the Glavgosexpertiza of Russia, Igor Manylov, informed the participants of the meeting that each subject of the Volga Federal District currently has its own organization of state expertise. "We want to involve a large circle of participants in the life cycle of construction projects in our process of introducing new technologies. This is fundamentally important. There cannot be a good, strong expertise with weak customers and designers," Igor Manylov noted.
Alexey Frolov informed his colleagues about the emerging trend of the formation of unified customers in the construction sector of the Republic of Tatarstan. "We have one main customer through whom all social facilities, all large facilities and housing are being built, while monitoring the work of customers begins, first of all, with an assessment of the preparation of project documentation," the first deputy minister said.
As for Tatarstan, the republic ranks second among all the subjects of the Russian Federation in terms of the number of expert opinions issued: the Volga branch of the Glavgosexpertiza of Russia, the regional state and 15 non-state expert organizations conduct their activities. Expert organizations of the republic, as well as the entire Volga Region, are actively introducing the latest digital technologies into their work, including a Single digital platform of expertise.
