Today, the final board of the Ministry of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan took place at the Kazan Expo IEC. The event summed up the results of 2023 and set goals for 2024. The meeting was attended by the Rais of the Republic of Tatarstan Rustam Minnikhanov, State Adviser of the Republic of Tatarstan Mintimer Shaimiev, Minister of Construction and Housing and Communal Services of the Russian Federation Irek Fayzullin and others.
The Minister of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan in the final report noted important aspects of the activities of housing and communal services. The basis for the smooth functioning of the industry is the timely and complete collection of payments from the population for housing and communal services. In the republic, by the end of 2023, it amounted to 99.2%.
"Despite the difficult economic conditions, together with municipalities, a stable reduction in overdue debts of industry enterprises for fuel and energy resources has been achieved. For the year it amounted to 103 million rubles," the head of the Republican Ministry of Construction stressed.
In his speech, the Rais of the republic outlined the priority direction of the quality and cost of housing and communal services as a factor of direct influence on the standard of living of citizens. "One of the most important tasks of municipal enterprises is the preparation and conduct of the heating season. The accidents that occurred at the end of last year and at the beginning of this year in some regions showed the consequences for the population from poor-quality preparation of heat supply facilities for the heating period. This should not be allowed in the republic!", – said Rustam Minnikhanov.
According to Marat Aizatullin, the state of the municipal infrastructure remains a big problem in the industry. One of the tools for solving this problem is the implementation of investment programs of municipal organizations. Due to them, in 2023, it was planned to implement measures for the reconstruction, modernization and new construction of communal facilities for 7.5 billion rubles. The actual implementation of investment programs amounted to 7 billion rubles.
On the topic of solid municipal waste management, the Minister of Construction noted that a modern infrastructure will be created in 2025-2026. Four municipal solid waste management complexes will appear in the western zone in Alekseevsky, Verkhneuslonsky, Zelenodolsk and Pestrechinsky districts. In the eastern zone, two such complexes will appear in Leninogorsk and Tukaevsky districts.
"The Republic will continue to actively participate in improving the legislative framework. The number of complaints about the work of regional operators has decreased recently. The Ministry needs to continue working to provide the republic with the necessary infrastructure in the field of MSW management," Rustam Minnikhanov instructed.
