Thus, it is necessary to avoid cases of overestimation of the cost of equipment and materials, the volume of work performed.
"And, of course, the quality of the work performed must be respected," Rustam Minnikhanov said. - There should be tougher decisions on design work, and the inspection of Gosstroynadzor should be more careful."
It is very important to prepare the right technical tasks so that there are no overstatements, said the Rais of the Republic of Tatarstan, it is important to collect accurate information on kindergartens, schools that we are building, and the same applies to major repairs.
The Design Institute and our line ministries need to pay attention to this, he said.
"Another important topic is the development and approval of master plans and rules for land use and settlement development. At the end of last year, we adopted the republican law ("On the redistribution of powers between local self-government bodies of the Ministry of Defense and state authorities of the Republic of Tatarstan in the field of urban development")," the RT Rais recalled. He recalled that the republic faced problems: "Our desire to build as much as possible without preparing transport infrastructure, industrial and social facilities has led to numerous questions. All this requires systematic work. Today, a lot of work is being done on the Kazan agglomeration. And we must carry out the same work on the Kama agglomeration… My colleague from a High Mountain said that 200 thousand people would live there. We proceed from the land area… But if earlier everyone went to work by train and commute, now everyone uses cars. So this topic is relevant, it is there. And we must adhere to the approved scheme."
Speaking about the problem of unfinished construction, Rustam Minnikhanov noted that the Ministry of Construction, together with sectoral ministries, departments and municipalities, needs to continue systematic work to reduce the volume of unfinished construction.
"The unfinished construction did not just appear," he said. - Municipalities – everything happened with your help. But we must understand that this is a serious responsibility, we must understand who we are dealing with and to whom we entrust what objects."
It is necessary to work together to prevent the appearance of new defrauded shareholders. "It is important that we do not have such problems further," Rustam Minnikhanov said.
he issue of the quality of housing under construction remains relevant today, the Rais of Tatarstan continued further. The quality of housing must meet certain requirements, he stressed, because otherwise it all affects the mood of citizens.
"The developer has received the money – everything is fine with him, and the local government, the republic, must continue to resolve these issues, think about how people will live. Therefore, some kind of regulation is needed. Everything that is poorly done is our headache. I ask you to pay attention to these issues," Rustam Minnikhanov instructed.
The Rais of the Republic of Tatarstan also asked to pay attention to the activities of self-regulatory organizations. Within the framework of the current legislation, it is necessary to increase the level of responsibility of organizations when applying for membership in SRO, requirements for issuing certificates of admission to work.
"The republic is actively working on the implementation of projects for the integrated development of territories. The Ministry, the heads of districts and the State Housing Fund should strengthen their work in this direction, ensure an increase in the efficiency of using the territories of settlements and urban districts. A large amount of multi-apartment housing is being built, and we need to pay attention to the availability of social and transport infrastructure," Rustam Minnikhanov said.
He also stressed that a large number of complaints from the population relate to the housing and communal sector.
The condition of engineering networks raises big questions, Rustam Minnikhanov said, the problem of network deterioration requires a comprehensive solution.
"The tariff policy was such that tariffs should not be increased," he said. – There was no investment component, and now everyone is wondering why our engineering networks are in such a state? Our calculations only for the republic – 200-300 billion minimum is needed to resolve these issues. We see accidents here and there. There were accidents in Chistopol, today in Kazan..."
"Utility networks, heat and water supply – these issues should be a priority for us," Rustam Minnikhanov said and instructed to take this into account when drawing up further plans and investment programs in the field of water supply and sanitation.
He also noted that the work of unified payment centers has proved effective in ensuring the collection of payments.
A lot of work remains to be done in the management of solid municipal waste, Rustam Minnikhanov said, we have two operators, we have plans, and this topic must be kept under control.
Speaking about the enterprises of the utility industry and technical security, Rustam Minnikhanov recalled that the fleet of special equipment should be updated. In addition, there must be personnel, qualified specialists.
