Marat Aizatullin: In the past heating period, all emergency situations were eliminated within the standard time frame

Minister of Construction, Architecture and Housing of the Republic of Tatarstan Marat Aizatullin addressed this issue at a meeting in the Cabinet of Ministers of the Republic of Tatarstan. Of the 3,596 accidents, the most – 1,937 cases, or 54% of the total number of cases – occurred in the field of water supply, in heat supply – 455 accidents, or 13% of the total.

"In order to eliminate emergency situations and prevent them, an emergency technical reserve of materials and equipment has been formed in the republic. Since 2023, twice as much funds have been allocated for these purposes - 160 million rubles. These funds are used to purchase equipment, materials and components for the elimination of accidents in the housing and communal services system in municipalities," Marat Aizatullin stressed.

According to the minister, one of the causes of accidents that persist in the housing and communal services is the unsatisfactory condition of engineering networks. According to statistics, the length of utility networks in the republic is 26,546 km, of which 8,560 km need to be replaced, which is 32%.

"The condition of public utilities facilities is one of the main problems of the housing and communal services industry throughout the country, in this regard, a program for the modernization of public infrastructure systems has been launched since 2023. Now it has been approved for 2 years, it includes 67 facilities for a total of 4.71 billion rubles," the head of the department said.

In addition to the program of modernization of municipal infrastructure systems, the preparation of housing and communal services facilities for the heating period is also carried out within the framework of republican and federal programs. This year, the total amount of funds provided for them is 12 billion 665 million rubles.

In the housing sector, a large-scale program for the overhaul of apartment buildings is being implemented, thanks to which 766 houses will be repaired this year.

In the field of water supply, a program is being implemented to provide the population with drinking water. In the field of wastewater disposal, there is a program for the modernization of sewage treatment plants and major repairs of sewer networks.

   In the field of heat supply, two programs are being implemented: repair of gas consumption networks with the replacement of boilers in boiler houses providing heat supply to objects of the socio-cultural sphere, and a program for the reconstruction of gas distribution networks, indoor gas consumption networks with the installation of boilers.

Also, measures to modernize the engineering infrastructure are being carried out within the framework of two federal projects. Last year, the implementation of the federal Clean Water project of the national Housing and Urban Environment project was completed ahead of schedule. The implementation of the federal project "Improvement of the Volga River" of the national project "Ecology" will be completed this year with the commissioning of treatment facilities in Kazan.

In addition to programs funded from the budget, municipal organizations implement investment programs. For 2024, 51 investment programs have been approved in the Republic of Tatarstan for 28 organizations of the municipal complex. The planned amount of financing for investment programs is more than 7.5 billion rubles.
