144 municipal infrastructure facilities are being upgraded in all municipalities of Tatarstan this year.

A visiting meeting of the Committee on Housing Policy and Infrastructure Development was held in Laishevsky district today, where parliamentarians discussed the implementation of a program to modernize public infrastructure in the republic. Alexander Terentyev, Assistant to the Rais of the Republic of Tatarstan, Plenipotentiary Representative of the Rais of the Republic of Tatarstan to the State Council of the Republic of Tatarstan, took part in the meeting, which was held by Andrey Egorov, Chairman of the Committee on Housing Policy and Infrastructure Development.

Before the meeting, the participants visited the facilities of the engineering infrastructure of the Laishevsky district, got acquainted with the work of newly built biological treatment facilities. 

In the city of Laishevo, measures are being implemented to build sewage treatment plants that can practically triple the efficiency of existing ones - from 450 m3/day to 1250 m3/day. It is planned to complete the first stage of construction this year. In particular, work has been completed on the construction of the production building, the installation of equipment for the first launch complex, and the construction of external engineering networks has been partially completed, and commissioning is currently underway. The construction of the second stage is scheduled to be completed in 2026. 

"The city of Laishevo needed this facility. The old sewage treatment plants, built back in 1987, were worn out by more than 80% and had long required extensive reconstruction. Today, the capacities of the new facilities make it possible to effectively purify the city's wastewater," said Andrei Egorov, Chairman of the Committee on Housing Policy and Infrastructure Development, opening the meeting.

Mazit Salikhov, Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, delivered the main report on the implementation of the municipal infrastructure modernization program in the Republic. In particular, he stressed that the length of public utilities in the republic exceeds 27 thousand km. About a third of them (more than 9 thousand km) needs to be replaced. 

As Mazit Salikhov noted, in order to solve the problem of network wear in 2023, the federal program for the modernization of municipal infrastructure systems was launched, which in 2025 became part of the national project Infrastructure for Life. Also this year, at the initiative of the Rais of Tatarstan, Rustam Minnikhanov, the republican program was launched.

"Within the framework of two programs in Tatarstan, reconstruction and modernization of 144 engineering infrastructure facilities in all 45 municipalities is planned in 2025. The cost is more than 12.6 billion rubles," said the Deputy Minister of Construction, Architecture and Housing of the Republic of Tatarstan. "In total, it is planned to replace 404 km of engineering networks, 25 water towers, 15 sewage pumping stations, two biological treatment plants and 7 boiler houses."

In addition, republican programs aimed at improving the quality of public services are being implemented in Tatarstan. In particular, it is a program for the restoration of lighting, for the repair of gas consumption networks with the replacement of boilers in budget institutions, for the reconstruction of gas distribution networks and others.

It is impossible to achieve the targets solely at the expense of budgetary sources, Mazit Salikhov emphasized. "In order to achieve the tasks set, it is necessary to attract large-scale resources within the framework of investment programs. – the representative of the relevant ministry believes. - So, in 2025, measures were planned in the republic for the reconstruction, modernization and construction of communal facilities for almost 16 billion rubles within the framework of 58 investment programs for 30 organizations of the communal complex."

Speaking about the plans for 2026, the Deputy Minister of Construction, Architecture and Housing of the Republic of Tatarstan noted that all programs implemented this year will continue in the Republic. "For the implementation of the federal program for the modernization of municipal infrastructure in the republic next year, financing is provided in the amount of 2.5 billion rubles, 1 billion 200 million of which are funds from the federal budget. A total of 17 facilities will be upgraded," Mazit Salikhov said.
