Starting in 2026, the powers of Naberezhnye Chelny in urban planning will be transferred to the Ministry of Construction of the Republic of Tatarstan.
Starting from January 1, 2026, by the Law of the Republic of Tatarstan dated December 23, 2023 No. 131 "On the redistribution of powers between local governments of municipalities of the Republic of Tatarstan and State authorities of the Republic of Tatarstan in the field of urban development", the powers of the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan in urban planning extend to the city of Naberezhnye Chelny. A department for the development of the Naberezhnye Chelny agglomeration will be established here, located in the building of the executive committee of the city.
Recall that in 2024, these powers of local governments, with the exception of the cities of Kazan and Naberezhnye Chelny, were transferred to the Ministry of Construction of the Republic of Tatarstan.
To implement the law, the Ministry has created a new structural unit - the Department of Territorial Development. This includes agglomeration departments located in 7 administrative centers: Kazanskaya - Kazan, Zavolzhye - Buinsk, Northwestern – Bogatye Saby, Southwestern - Alekseevsky, Almetyevskaya - Almetyevsk, Kamskaya - Nizhnekamsk, Northeastern - Menzelinsk.
The regulations of the Ministry, in particular, include the preparation and approval of the master plan, a single document of territorial planning and urban zoning, rules of land use and development, local standards of urban planning design and making changes to them, establishing the procedure for the preparation, approval of local standards of urban planning design and making changes to them. The Ministry of Construction of the Republic of Tatarstan also provides permits for a conditionally permitted type of use of a land plot or a capital construction facility or a refusal to grant such a permit, on the preparation of documentation on the planning of the territory. In addition, it issues permits for construction, commissioning of facilities during construction, reconstruction of capital construction facilities located on the territory of the city district, makes and implements decisions on the integrated development of the territory, etc.
In 2024, the Ministry reviewed 24,857 applications. This year, more than 26,000 applications have already been received.
