In Tatarstan, 3,725 expert opinions on construction were issued in 2025

Today, the Ministry of Construction of the Republic of Tatarstan hosted the final meeting of the State Expertise of the Republic of Tatarstan. The meeting was attended by the Minister of Construction, Architecture and Housing of the Republic of Tatarstan Marat Aizatullin, the head of the FAA Glavgosexpertiza of Russia Igor Manylov, the Chairman of the Board of the Association of Expertise of Russia Leonid Stavitsky, representatives of construction companies, technical customers, design organizations.

In his report, Director of the State Expertise of the Republic of Tatarstan Rafar Shakirov reported on the results of the department's work in 2025, the role of expertise in the investment and construction cycle, optimization of design solutions and respect for economic interests in the construction of facilities in Tatarstan. The head of the department also voiced the problems of customers and designers when contacting expert organizations, suggested ways to solve them and outlined the main tasks for 2026.

Marat Aizatullin, who spoke at the meeting of the State Expert Examination of the Republic of Tatarstan, noted that 3,725 conclusions were issued in 2025, which is 18% more than the figure of the previous year. This is the 3rd place in the rating of expert organizations in Russia, after the Moscow State Expertise and Glavgosexpertiza of Russia.

As for the key problems, according to the head of the Ministry of Construction of the Republic of Tatarstan, in conditions of resource scarcity, it is critically important to reduce losses in construction, starting from the early stages. Significant time losses arise due to additional design and adjustments of technical solutions during the examination process, and the examination period is often extended by the customers themselves.

Marat Aizatullin highlighted the importance of training customers and designers among the priorities in the activities of the State Expertise of the Republic of Tatarstan. First of all, to teach the customer to manage and continuously monitor the parameters of the facility. In addition, to increase the level of design, a transition to systematic data management and lifecycle management of objects is necessary. And, importantly, optimal decisions on the layout of the facility, cost and timing should be made at the very beginning of the creation of the facility, and not by the end of construction.
