Today, Prime Minister of the Republic of Tatarstan Alexey Pesoshin delivered a report on the activities of the Cabinet of Ministers of the Republic of Tatarstan following the results of 2025 at a meeting of the State Council of the Republic of Tatarstan.
The Report contains the main directions of the republic's development in all areas, including construction and housing and communal services.
According to the Prime Minister of the Republic of Tatarstan, a high volume of construction work remains in Tatarstan: more than 3.5 million square meters of housing have been commissioned, and the plan for 2026 is 3 million 175 thousand square meters of housing.
"The priority task is to ensure the availability of housing, because in the context of a declining birth rate, it is housing policy that should work as one of the instruments of family policy," the report says. - The rising cost of building materials against the background of a high key interest rate and changes in the conditions of participation in mortgage programs require increased attention to balancing housing construction and solvent demand in order to prevent the accumulation of unrealized housing and bankruptcy of construction companies. It is important to continue working to find ways to reduce the costs of developers and accelerate the launch of projects."
The Prime Minister of the Republic of Tatarstan drew attention to the need to strengthen control in individual housing construction, taking into account the existing facts of the actions of unscrupulous developers.
Alexey Pesoshin recalled that 3,910 social and cultural facilities have been built and overhauled as part of national projects and 48 republican programs developed on behalf of the Rais of the Republic of Tatarstan. 166 billion rubles have been allocated for these purposes.
According to the overhaul program, 882 apartment buildings were repaired. More than 200,000 residents of the republic have improved their living conditions. According to the "Our Yard" program, 677 courtyards have been renovated. 63 public spaces have been landscaped, including 44 parks and squares. Given the significant amount of funds allocated for these purposes, the task of municipalities is to ensure their continued proper maintenance.
There are plans to build and overhaul 3,565 facilities this year. It is planned to allocate 146.5 billion rubles for these purposes.
The report stated that the issue of the state of municipal infrastructure, the loss-making of enterprises and the shortage of qualified personnel, especially in water supply, sanitation and heat supply, remains acute. "It is closely related to the need to generally improve the quality of housing and communal services, which certainly affects the level of tariffs. Accordingly, increased attention is required for the effective implementation of investment programs by resource-supplying organizations, as well as for their use of modern methods of restoring networks and equipment," the Prime Minister of the Republic of Tatarstan emphasized. "To increase the pace of reconstruction, along with funds from investment programs, including those generated from tariff sources, 12.6 billion rubles were additionally allocated for the modernization of municipal infrastructure under federal and republican programs, of which more than 10 billion rubles were allocated from the republic's budget."
In total, 419 km of engineering networks, 25 water towers, 15 sewage pumping stations, 2 biological treatment plants, and 7 boiler houses were replaced.
"At the same time, the current state of utility networks and equipment requires a further increase in the volume of work on their reconstruction to increase reliability and reduce accidents. Therefore, in 2026, along with the funds from the investment programs of resource organizations, budget financing in the amount of 12.5 billion rubles was retained," Pesoshin said.
