Marat Aizatullin: It is important to build a regional digital vertical of the construction industry

A plenary session "Artificial Intelligence - new efficiency in the construction industry" was held today as part of the International Economic Forum "Russia - the Islamic World: KazanForum".

Deputy Prime Minister of the Russian Federation Marat Khusnullin addressed the participants with a welcoming speech. He outlined the priority directions of the digital transformation of the industry and measures of state support for the introduction of artificial intelligence.

Leading experts and heads of the largest companies will present successful cases of using neural networks at all stages of the investment and construction cycle. The Minister of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin also addressed the plenary session. His report was devoted to the development of digitalization of the construction industry, taking into account the introduction of artificial intelligence technologies.

The Head of the Ministry of Construction of the Republic of Tatarstan stressed that the systemic digital transformation of the construction complex continues in Tatarstan. One of the most important tasks is to build a regional digital vertical of the construction industry. The key element here is the State Information System for urban planning activities in the Republic of Tatarstan. Today, the system employs more than 2,000 users, and has reviewed over 140,000 applications for 22 state and municipal services.

According to Marat Aizatullin, electronic public discussions are being introduced. "Taking into account the fact that more than 1,500 thousand public discussions are held per year, this is a significant help to municipalities in providing services and approving urban planning documentation," the minister noted.

Marat Aizatullin also reported on the digitalization of engineering infrastructure. In 2025, a unified database on underground utilities was created – a Consolidated plan of engineering communications and facilities of the engineering infrastructure of the republic. Last year, the database was filled with data on networks located in the Kazan agglomeration, and in 2026, the digitization of the Kama agglomeration began.

"Today we have formed an up-to-date consolidated plan on 8000 square kilometers with a total network length of more than 26,000 thousand kilometers. As a result of geodetic work, information was obtained on 2,751 km of water supply, sanitation and heat supply networks in the Kazan agglomeration," said the head of the Ministry of Construction of the Republic of Tatarstan. - The full implementation of the Consolidated Plan will bring significant economic effects, making it possible to significantly reduce accidental gusts during construction and installation work.

Marat Aizatullin presented other active systems. Among them is the Kapstroy information and analytical system, which has been operating since 2011. It has more than 6,000 registered users and has provided support for more than 47,000 capital investment projects over the period of operation.

The other is the automated information system Accent-Stroynadzor. It is a platform for automating the activities of construction supervision authorities, including registries, document management, cartography and integration with state registries.
