Leading international and Russian experts discussed strategic ways to transform the industry into a customer-oriented and technological ecosystem.
Damir Shaidullin, First Deputy Minister of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan, spoke at the session. In his report, he noted that the housing and communal services industry is undergoing a stage of profound transformation: from a model focused solely on maintaining the functioning of infrastructure, a transition is underway to the formation of a modern system.
According to the first Deputy head of the Ministry of Construction of the Republic of Tatarstan, the housing and communal complex of Tatarstan demonstrates sustainable development. By the end of 2024, the volume of services rendered amounted to more than 63 billion rubles, according to the preliminary results of last year, this figure exceeded 67 billion rubles.
Damir Shaidullin drew attention to the high level of deterioration of the municipal infrastructure - more than 405 drainage and heat supply networks require replacement. A comprehensive program is being implemented to solve this problem. In 2025, the federal program for the modernization of municipal infrastructure became part of the new national project "Infrastructure for Life". Its financing in the republic amounted to 4.072 billion rubles. A total of 47 facilities in 11 municipalities have been upgraded. 135 km of engineering networks have been replaced.
In addition, taking into account the state of public utilities, by the decision of the Rais of Tatarstan, Rustam Minnikhanov, in 2025, a republican program was launched for 8.526 billion rubles, which included 121 facilities. Thanks to her, 284 km of engineering networks have been replaced.
The First Deputy Minister also paid attention to the issue of housing renovation in the republic. Since 2008, more than 12,000 apartment buildings have been renovated, living conditions for over two million residents have been improved, and the total amount of program funding over 18 years has reached 107.647 billion rubles.
"This year we plan to improve the living conditions of 145 thousand residents of 706 apartment buildings. The total amount of financing will amount to 9.065 billion rubles," D.Shaidullin said.
The first deputy Minister also spoke about the implementation of the unique "Our Yard" program in the republic, which was launched in 2020 on the initiative of the Rais of Tatarstan, Rustam Minnikhanov. As part of this program, 677 yards with a funding limit of 10 billion rubles will be equipped in 2025. 561 yards will be renovated this year.
