All elevators with expired service life must be completely renovated in Tatarstan by 2030
Today, the Government House of the Republic of Tatarstan hosted a briefing on the implementation of one of the major programs in the housing and communal services sector of Tatarstan – capital repairs of apartment buildings.
Damir Shaidullin, First Deputy Head of the Ministry of Construction of the Republic of Tatarstan, who delivered the main report, noted that this program has been implemented in Tatarstan since 2008. In 2010, a pilot project for housing modernization was launched, aimed at creating a new mechanism for financing capital repairs.
"Tatarstan's positive experience has contributed to the development of federal housing legislation. Since the end of 2013, a regional system of capital repairs of apartment buildings has been established in all regions of the Russian Federation," D. Shaidullin said. – The regional program for 2014-2043 includes 17,635 apartment buildings. A regional operator has been created, the non–profit organization Housing and Communal Services Fund of the Republic of Tatarstan.
The capital repair funds by the owners of the premises are formed as follows: in 16,406 houses - on the general account of the regional operator, in 1,229 houses – on a special account.
According to the first deputy minister, over the past 18 years, more than 12,000 apartment buildings have been renovated, with a total area of more than 54 million square meters. More than 2 million people live in these houses.
This year, the program covers 813 apartment buildings in 41 municipalities. Total amount of funding – 11.119 billion rubles. The main directions are the repair of roofs and facades, the renewal of domestic engineering networks and the improvement of energy efficiency.
"A separate priority is the replacement of 124 elevators in 56 buildings. We are facing a large-scale task set by the Government of the Republic: to completely upgrade all elevators with expired service life by February 15, 2030," Damir Shaidullin said. "From 2026 to 2029, 1,474 elevators will have to be replaced in the republic, of which 980 will be on the account of the regional operator and 494 on special accounts."
The first deputy head of the Ministry of Construction of the Republic of Tatarstan noted that the most difficult situation is at home with special accounts. In 2025, only 3 of the 36 planned elevators will be replaced.
While maintaining the previous approaches, there is a direct risk of violating the established deadlines. According to Article 189 of the Housing Code of the Russian Federation, if a house with a special account has not been repaired on time and the need for work has been confirmed, the local government body decides to form a fund on the account of the regional operator.
In his report, Damir Shaidullin paid special attention to the issue of the safety of operation of gas equipment. Among the main causes of carbon monoxide poisoning are the use of outdated open-type gas columns, the installation of sealed plastic windows without sufficient air supply, and the poor condition of ventilation ducts and chimneys, primarily in houses built in the 1960s and 1970s.
"Municipalities are required to include the restoration of ventilation ducts and chimneys in capital repair programs for high-risk homes. In 2026, such work is planned in 141 apartment buildings in 19 municipalities. A positive decision of the general meeting of owners is needed to start work," the First Deputy Minister stressed.
