How to set regulated tariffs for water supply and sanitation?

From 1 January 2013, the Law on water supply and sanitation. It lays down the foundations of state regulation in this sphere, defines the powers of the authorities. There are developed procedures for establishing regulated tariffs for water supply and sanitation. The case is opened and considered by the regulatory authority on its own initiative or on the proposal of the organization. It consists of an application and the documents listed in regulation of tariffs, approved by the Government of the Russian Federation.  The regulatory authority check  the proposals , the correctness of the definition of calculation parameters. The results are reflected in the conclusion.
