The Ministry of construction of Russia is finalizing the draft law on pricing

The Ministry of construction and housing utilities of the Russian Federation finalizing of the draft Federal law, which should become the basic regulatory document in the field of estimate regulation and pricing in construction, said the head of Ministry of construction of Russia Mikhail Men during all-Russia meeting on budget standardisation and improvement of the system of pricing in construction, which took place on 19th of  February in Kazan.
"First of all, it aims to deal with concepts in the estimated valuation and pricing, as well as the creation of the state information and analytical system, including the register of estimate standards and the results of the monitoring of the cost of construction resources", - said Mikhail Men.
In addition, the draft law envisages the mandatory use of estimate standards in the preparation of construction documents, as well as ensuring transparency, quality of development and approval of estimate standards.
"We fully support the idea of establishing a pricing system, adapted to modern conditions and taking into account the balance of interests of all participants in the investment process. We are ready to present their proposals on this issue", - stressed in his turn the President of the Republic of Tatarstan Rustam Minnikhanov.
Mikhail Men added that the government of the Russian Federation for the first time in the modern history of Russia made the decision on realization of the state assignment for the development of reliable, taking into account modern technological solutions estimate standards. He said that in 2015 we developed 1024 and unit cost estimate standards, and in 2016 in the framework of state assignment is planned to develop a 6500 estimate standards.
As a result of performing a range of measures the adoption of the bill, implementation of state assignment, approval of by-laws aimed at the development of a system of pricing in construction, the construction industry will receive a full, modern tool of the state management of pricing, said the head of Ministry of construction of Russia.
In conclusion, the Minister explained that the proposed changes do not involve a return to the Soviet system of state prices. "We formed the starting, the initial price of the contract, which is then adjusted under competitive procedures in accordance with the realities of the market," he said.
