Requirements for maintaining residential premises in proper condition, a prohibition on unauthorized reconstruction and redevelopment are contained in the current Rules for the Use of Residential Premises, approved by the Government of the Russian Federation back in 2006 (Resolution No. 25 of January 21, 2006). From March 1, 2022, this decree will become invalid and the order of the Ministry of Construction of Russia dated May 14, 2021 No. 292 / pr "On approval of the rules for the use of residential premises" will come into force. The key difference between the new document and the current Rules is that, according to the document, the requirements for the use of residential premises are imposed not only on citizens, but also on legal entities that are the owners of the premises. In accordance with the current federal legislation (the Housing Code, the Rules for the Maintenance of Common Property in an Apartment Building, the Civil Code), only balcony slabs belong to the common property in an apartment building. Therefore, the parapet and the roof of the balcony, balcony doors and openings, windows - all this refers to personal property, the maintenance of which is carried out by the owner himself. So, citizens have the right to replace windows and balcony doors with low energy efficiency with windows and balcony doors with improved such qualities, insulate walls with approved materials, and also install additional glazing on loggias and balconies. However, the appearance of the house, including the glazing of the facades, can be regulated by municipal legal acts and the laws of the constituent entity of the Russian Federation. Thus, fines for glazed balconies are not new, they have existed before. Supervisory authorities have the right to apply penalties for violation of the rules for redevelopment and reconstruction, as well as regional improvement rules, if they contain requirements for the appearance of buildings.
The Minister of Construction, Architecture, Housing and Communal Services Marat Aizatullin reported on the implementation of republican programs for the overhaul repairing of social and cultural facilities and the overhaul repairing of residential buildings at a republican meeting in the Government House of the Republic of Tatarstan. Prime Minister of Tatarstan Alexey Pesoshin held a videoconference meeting with all municipal districts. Thus, the volume of work performed on the overhaul of social and cultural facilities is estimated at 97%. To date, the implementation of 15 programs has been completed - this is a total of 1,030 objects. Within the framework of the program of an overhaul repairing of educational institutions, one object remained - kindergarten No. 104 in Kazan. The volume of work performed at the facility is 97%. Marat Aizatullin said that 17 facilities were repaired as part of the overhaul program for sports facilities. In the works - only the building of the children's and youth football school "Savinovo" in Kazan. Construction and installation work is complete by 99%. Marat Aizatullin reported on the collection of payments for housing and communal services on average in Tatarstan. According to him, in October the collection rate was 100.6%. At the same time, 27 municipalities demonstrate an average annual level of the collection below the national average, another 18 municipalities exceeded the national average. As of November 1, residents of the republic as a whole owed 7 billion 977 million rubles for housing and communal services, which is practically a two-month national charge. The minister stressed: Tatarstan is among the regions with the maximum share of online payments for housing and communal services. However, this indicator differs dramatically across the regions. So, in 5 municipalities it did not even reach 40%. In 34 districts, the share of online payments for housing and communal services is from 40 to 67%. At the same time, 6 municipalities managed to exceed the average republican level. The total overdue debt for gas by November 1, 2021 amounted to 370 million rubles. Decrease in comparison with the same period last year - 4 million rubles. The debt for electricity supplies in 12 months has decreased by more than 60 million rubles and now stands at 62.6 million rubles.
In the village of Karpovka in the Pestrechinsky district of the Republic of Tatarstan, the construction of a feldsher-obstetric station has been completed. The opening of a new feldsher-midwife station is scheduled for early 2022. A little over 200 people live in the village of Karpovka. Previously, residents sought medical help in an old rented building. Since the new year, the villagers will begin to receive medical care in comfortable and sanitary conditions. The area of the feldsher-obstetric station is 58 square meters. The facility was erected under the program for the modernization of the primary health care sector. We will remind, according to the republican construction programs, in 2021 it is planned to build 42 feldsher-obstetric stations. Construction and installation works at 41 sites have been completed.
Today the All-Russian action - Total Test “Accessible Environment” has started, designed to draw attention to the rights and needs of people with disabilities. During the event, everyone will be able to assess their knowledge of inclusive communication and the organization of barrier-free space. Testing includes questions on several thematic blocks: creating an accessible environment, ethics of communication with people with disabilities, rules for providing situational assistance. Also, as a result of the event, a public discussion of issues and training with the participation of leading experts will take place. Well-known statesmen, leaders of public opinion, representatives of culture and art will be speakers of the Total Test "Accessible Environment". Participants of the event will also have the opportunity to prepare for testing and take free training courses from leading Russian experts in the field of accessible environments, inclusive communication and the creation of accessible digital services for people with disabilities. For the first time, the promotion started in 2019, and since then it has been held annually. Last year, more than 100,000 people from 85 constituent entities of Russia took part in the testing.
