In the republic, the implementation of republican programs for the construction of social and cultural facilities, housing and national projects is at the final stage. The total volume of implementation of all 17 republican programs this year is 90%. This was announced by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin at a republican meeting in the Government House of the Republic of Tatarstan. The meeting was chaired by the Prime Minister of Tatarstan Alexey Pesoshin.

At the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan, under the leadership of Deputy Minister Ilshat Gimaev, a seminar-meeting was held to inform about the possibility of participation of enterprises of the building materials industry in the national project "Labor productivity". “The construction industry of the Republic of Tatarstan is developing dynamically, large-scale housing construction continues, national projects and republican programs for the construction of roads, social and cultural facilities, education, health care, youth and sports, and agriculture are being successfully implemented. It is pleasant to note that in terms of housing construction, the Republic of Tatarstan is in the top ten among the constituent entities of the Russian Federation,” — noted Ilshat Gimaev, Deputy Minister of Construction, Architecture, Housing and Communal Services. Deputy Director of the State Autonomous Institution "Center for Energy and Resource Efficient Technologies of the Republic of Tatarstan" - Head of the Regional Center of Competence in the Sphere of Labor Productivity Shamil Bayramov made a presentation on the national project "Labor Productivity". He recalled that since 2018 on the territory of the Republic of Tatarstan, the activities of the national project "Labor Productivity" have been successfully implemented, which are primarily aimed at providing expert support to enterprises to optimize production or auxiliary processes by introducing lean technologies and training employees. Participation in the national project allows enterprises to increase labor productivity, as well as master the basics of implementing lean manufacturing tools. An additional measure of support for the participants of the national project is the possibility of obtaining a soft loan of up to 300 million rubles at 1% per annum to modernize production and master the release of new products. The seminar was attended by representatives of enterprises of the building materials industry - potential participants in the national project "Labor productivity".

The opening of the first modular store in the Zelenodolsk region of the Republic of Tatarstan took place in the village of Bolshie Klyuchi. The store was built according to the republican program "Construction of a block-modular center for comprehensive services for the population." “The presence of such service points for the population is very important. This is the first modular store in Zelenodolsk district. Thanks to the republican program, we can support small and medium-sized businesses. A five-year program for the construction of modular stores has been developed,” - said the head of the district Mikhail Afanasyev. Recall that within the framework of the republican program "Construction of block-modular points of comprehensive services for the population" in 2021, 16 facilities were built in Tatarstan in 15 municipal districts of the republic.

In the village of Manzaras, Kukmor region, the opening of the sports and recreation complex "Batyr" on 1.1 thousand square meters took place. The new facility has all the opportunities for sports and health promotion. The complex includes grounds for mini-football, badminton, volleyball and tennis. “We want to develop mini-football and badminton in the region. I think when the complex starts working at full capacity, it will be possible to study with 30-40 children in one lesson. The hall is beautifully decorated, light and warm. All conditions have been created here for holding competitions not only at the regional, but also at the republican level,” - said the head of the children's health and educational (profile) center Nuretdin Ziyatdinov during the opening ceremony. The facility was erected within the framework of the departmental target program "Modern appearance of rural areas" of the federal program "Integrated development of rural areas".

In Tatarstan, the implementation of republican programs for overhaul of social and cultural facilities is nearing to completion. The republic is allocating over 23 billion rubles for the repair of 3.5 thousand objects this year. To date, work on all programs has been completed by 96%. Such data were announced today at the republican meeting in the Government House of the Republic of Tatarstan by the Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin. The meeting was chaired by the President of Tatarstan Rustam Minnikhanov. In the field of education, out of 3 programs, which include a total of 413 objects, the program for the overhaul of educational institutions remains under the work. Renovation work is nearing completion in kindergarten No. 104 in Kazan, the volume of work is 95%. 48 institutions were renovated. Of the 18 facilities included in the overhaul program for medical hospitals, contractors still have four facilities in operation. In general, the program measures were implemented by 93%. Four of the six objects included in the repair program for children's health camps are ready. Construction and erection works under the program were completed by 96%. At the final stage are the works stipulated by the program of capital repairs of sports facilities. Contractors have delivered 16 objects. The block of program measures is completed by the program of major repairs in apartment buildings. According to the State Information System "Monitoring of the Housing Fund", the limit has been mastered by 99% by the current date. Work continues in 10 municipalities. The program for the overhaul of apartment buildings is 15% funded by municipalities. To date, 740 million rubles, or 64% of the volume envisaged by the program, have been transferred to the Fund's accounts from local budgets. The city of Kazan and the Almetyevsk municipal district did not transfer funds in full. The Ministry of Construction of the Republic of Tatarstan, together with the sectoral ministries and departments of the republic, carried out comprehensive work to formulate the lists of programs for 2022.

The meeting of the interdepartmental commission on urban planning activities in historical settlements was chaired by the President of Tatarstan Rustam Minnikhanov. Aide to the President of the Republic of Tatarstan Olesya Baltusova, Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Marat Aizatullin, Mayor of Kazan Ilsur Metshin and others took part in the work. The members of the commission approved the implementation of a number of investment projects in the field of housing construction at Admiralteyskaya St., Yakhina St., Moskovskaya St., Narimanov St., Gabdulla Tukay St. and Kurashov St. Rustam Minnikhanov recalled that during the construction of residential complexes, it is necessary to take care of the social infrastructure in advance. “The construction of the residential complex should be accompanied by the development of social facilities: kindergartens, schools,” - he stressed. Rustam Minnikhanov also noted that one of the main requirements for new construction in historical settlements is compliance with the number of storeys. For two projects on Peterburgskaya St. (a multifunctional hotel-type complex and a shopping and hotel complex), the President of the Republic of Tatarstan instructed to carefully study how the objects will affect the traffic situation on Tikhomirnova Street. “This street is already crowded. The implementation of these projects must not be allowed to lead to a collapse on the roads,” - Rustam Minnikhanov noted. Having familiarized themselves with the project of the third stage of the Shamov hospital complex, the members of the commission proposed to finalize the design of the facade so that the external appearance of the building would harmoniously fit into the overall style. The commission approved projects for the improvement of the external appearance of the Kazanka substation building on Podluzhnaya street and the reconstruction of the administrative building of the interdistrict IFTS of Russia No. 20 in the Republic of Tatarstan on October 25th street. Also during the meeting, projects for the construction and reconstruction of residential buildings on the territory of the island-town of Sviyazhsk were presented. All 3 applications were approved. “All objects are very worthy. Today a very correct work is going on in Sviyazhsk. Each new house should become a decoration and not violate the architectural appearance of the island-city”, - noted the President of the Republic of Tatarstan. In conclusion, the members of the commission got acquainted with the construction project of the complex of the cathedral mosque in Laishevo. The architects were recommended to finalize the project, in particular, to change the shape of the roof and dome of the mosque.

On November 12, 2021, an anniversary annual seminar for representatives of the construction complex was held at the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan. This year the seminar celebrated its 25th anniversary. The event was organized by the Ministry of Construction of the Republic of Tatarstan and the State Autonomous Institution "UGEC RT" for representatives of the professional community in order to fulfill the tasks set for the implementation of state policy in urban planning activities to increase the efficiency of construction and the pace of implementation of facilities, reduce the time frame and reduce administrative barriers, as well as ensure the safety and reliability of construction projects, the transition to the resource-index method for determining the estimated cost and the introduction of information modeling technologies in construction from January 1, 2022. Information on the performance of digitalization tasks in the Russian Federation was presented by Acting Deputy Director of FAU "FCS", Petr Metelkin. Representatives of the UGETS also spoke to the participants. The seminar ended with a briefing with experts and the presentation of certificates of participation in the seminar.

The construction of individual residential houses is going on most actively - here the plan has been exceeded by almost a third. 10871 houses or 1 million 467 thousand square meters were built - with a plan of 8330 houses. For commercial construction, the current results are 61% of the plan. In absolute terms, this is 778 thousand sq. m. or 100 apartment buildings. 64 apartment buildings are under construction.
